ASSOCIATE HYDROELECTRIC POWER UTILITY ENGINEER

Job Description and Duties

Under the direction of the Transmission Rates Unit Supervisor, the incumbent performs the more complex and difficult electrical engineering work relating to technical and economic evaluation of transmission and interconnection service requirements, and transmission rate design for the reliable and cost-effective operation of the State Water Project (SWP).

The incumbent requires fundamental knowledge of and working capabilities in electrical engineering, engineering economics, project management techniques, and proficiency with spreadsheet and data processing software. This position requires that the incumbent work cooperatively with others and maintain regular, consistent, and predictable attendance, analyze situations accurately, exercise sound judgment, and communicate effectively both verbally and in writing.

Special Requirements

Must possess a working knowledge of transmission regulatory issues, transmission rates, interconnection requirements, and transmission study processes. Must be able to utilize computers effectively to analyze large amounts of information accurately under tight time constraints, manage multiple projects, take independent actions, meet work commitments, and work with stakeholder groups to build consensus solutions.

Must be available to work outside normal business hours, including overnight travel. Willing to travel throughout the state of California will be required. Employee is required to successfully complete all safety training related to the functions of the job. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge and/or experience in the engineering field, transmission rates, utilities cost of service, CAISO (California Independent System Operator), full network modeling, energy market, transmission studies and interconnection, including PSLF (Positive Sequence Load Flow), affected system studies, SWP (State Water Project) or similar, and project management.
