Licensing Program Manager II (LPM II) / Regional Manager
Job Description and Duties

The CDSS Community Care Licensing Division is currently accepting applications for a Licensing Program Manager II (LPM II) for the El Segundo North Child Care Regional Office. Under the general direction of the Assistant Program Administrator (LPM III), the El Segundo North Child Care. Regional Manager (LPM II) plans, organizes, and directs the activities of a regional office responsible for evaluating and licensing community care facilities and enforcing community care regulations. The LPM II directly supervises one to six Licensing Program Manager’s (LPM I) and clerical staff/ supervisors and ensures supervisory coverage in the regional office at all times. The LPM II will be the Regional Manager (RM) for the El Segundo North Child Care Regional Office. Travel is required. Responsibilities include meeting with licensees or representatives on issues concerning regional implementation of regulations, making region-level decisions regarding proposed legal action on concert with legal staff, and approves/denies license application renewals, provisional licenses, and notices of operations in violation of the law. The LPM II evaluates the appropriateness and effectiveness of licensing standards, provides input to modify regulations or policy, and develops appropriate regional procedures to implement established licensing policy and to ensure uniform interpretation of regulations. Working Conditions
This is an office-centered position; however, occasional telework may be permitted.
Use of a computer for several hours a day which involves sitting most of the time but may include walking, climbing stairs, or standing for brief periods. Attend meetings, workshops and training associated with job duties. Work hours and schedules may vary. This position requires the ability to travel frequently. The reporting location for this position is 300 N. Continental Blvd., Suite 290A El Segundo, CA 90245.
This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
