Cost Software SME
- Develop, maintain, and update credible, defensible, and replicable cost estimates for all programs in the Directorate's portfolio in any phase of the acquisition life cycle.
- Cost estimates to be developed, analyzed, reconciled, and/or assessed by the Contractor shall include, but not limited to:
- Program Office Estimates
- single Best Estimates
- Independent Cost Estimates
- Independent Cost Analyses
- Sufficiency Reviews
- Cost/Budget Excursions
- Rough Orders of Magnitude
- Service Cost Positions
- Program Contractor Cost Estimate
- Program Executive Officer Estimates in support of annual Program Objective Memorandum (POM) submissions
- Should Cost Estimates
- Total Ownership Cost analyses
- Independent Program Assessments
- Milestone Cost Estimate Reviews
- Interim Program Cost Estimate Reviews
- “what-if” Cost Estimates.
- Develop, maintain, and update credible, defensible, and replicable cost estimates for all software related components for all programs in the Directorate portfolio to include but is not limited to source/logical/physical lines of code, programming productivity and maintainability, code growth, engineering updates, capability insertion in accordance with the applicable program documents and the applicable policies and guidance.
- Support the preparation of the Program Office Cost Analysis Requirements Document (CARD) to ensure consistency, completeness, and thoroughness regarding the adequacy of the document to provide sufficient detail to promote life cycle cost estimating.
- Perform other cost analysis activities to include but not limited to historical data cost analysis, market surveys, economic analyses, cost policy reviews, Total Ownership Cost analyses, Life Cycle Cost (LCC) evaluations, and detailed Program Contractor cost data analysis.
- Analyze Program Contractor cost estimates to include, but not limited to, Engineering Change Proposals, subcontractor Work Breakdown Structure (CWBS) and Basis of Estimates to ensure consistency with Government accepted cost estimating procedures realism and reasonableness given the program's posture
- Provide support in the development and modification of the Program Work Breakdown Structures (PWBS) and ensure compliance with current DCARC OSD/CAPE requirements.
- Associate's degree plus 14 or more years of combined industry and federal government experience (such as DoD/NASA/NRO employee or SETA/FFRDC supporting federal government acquisition) in space acquisition OR,
- Bachelor's degree in a related financial field (e.g. Management, Business, Economics, Finance, Operations Research Analyst, Accounting, Mathematics, Science, Technology, Engineering, Statistics, or Cost Estimating/Analysis) plus 10 or more years of combined industry and federal government experience (such as DoD/NASA/NRO employee or SETA/FFRDC supporting federal government acquisition) in space acquisition
Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
