Funding Team Analyst
Job Description and Duties
Under the direction of the DAS Funding Team (FT) Staff Services Manager I, the Staff Services Analyst (SSA) performs a variety of consultative, technical, and analytical staff services tasks. The incumbent is responsible for timely development and administration of statewide and federal grant solicitations and funding opportunities by coordinating and monitoring all incoming and outgoing grant activity and reporting requirements.
These tasks may involve program evaluation and planning, system development, contracting, reporting, and invoicing. The SSA must exercise independent judgement and discretion, compiling and reporting their findings to the SSMI. This role requires the ability to work with diverse groups of stakeholders and to communicate effectively with them to ensure that tasks are completed efficiently and effectively. The SSA must possess excellent organizational skills and be able to manage multiple tasks simultaneously while meeting deadlines.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Desirable Qualifications:
- Experience processing or reviewing financial records, invoices, or grant applications for accuracy and compliance.
- Knowledge of California public works laws and apprenticeship program funding (e.g., Labor Code §1777.5, Title 8 CCR).
- Familiarity with state government processes related to contracting, budgeting, or database systems.
- Prior experience preparing written reports and/or presenting information to internal and external stakeholders.
- Ability to interpret and apply policies, procedures, and regulations in a governmental setting.
Knowledge of:
- Public administration, contract processing, and grant management principles.
- State fiscal policies and documentation requirements.
- Program evaluation, financial review, and reporting methods.
- Data tracking systems and software such as Excel, Word, Outlook, and SharePoint.
Skills:
- Strong analytical skills with the ability to identify and resolve data discrepancies.
- Effective written and verbal communication for both technical and general audiences.
- Exceptional attention to detail and organizational skills.
- Proficient in managing databases and generating reports for decision-making.
- Customer service orientation in responding to public and contractor inquiries.
Abilities:
- Work independently with minimal supervision to meet deadlines.
- Review and analyze complex documents and ensure compliance with legal requirements.
- Collaborate with staff across departments and external stakeholders.
- Adapt to shifting priorities while maintaining accuracy and efficiency.
- Exercise sound judgment, discretion, and initiative in all tasks.
