Under the direction of the Program Manager I (PM I), the Infrastructure/Natural Cultural Resources (INF/NCR) Associate Governmental Program Analyst (AGPA) works within the Recovery Support Functions (RSF) Division which supports disaster-impacted communities by providing technical assistance to assess the long-term impacts of disasters, identifying local unmet needs, and coordinating recovery assistance and programs available to communities.

Serves as the coordinating mechanism to build, sustain, and deliver state resources to support local, tribal, and state recovery after a disaster has occurred. Undertakes the rehabilitation and reconstruction of affected infrastructure systems while supporting infrastructure resilience and helps state and tribal governments and communities address long-term environmental and cultural resource recovery needs. Collaborates across various areas of recovery, enabling organizations including local, tribal, state, and federal governments, non-profits, and the private sector to align their respective capabilities to these areas. Coordinates access to recovery resources including technical assistance and potential funding opportunities available through state and federal partners affiliated with these two (2) RSF’s.

Performs complex research, coordination, and analytical tasks as needed to accomplish the objectives and tasks of the six primary recovery support function outcomes: Community Planning and Capacity Building, Economic, Health and Social Services, Housing, Infrastructure, and Natural and Cultural Resources, with a focus specifically on Infrastructure and Natural Cultural Resources. This includes understanding how to efficiently facilitate the restoration of infrastructure systems and services to support a viable, sustainable community and improving resiliency to future disasters, and addressing long-term environmental and cultural resource recovery needs with an understanding of how to preserve, conserve, rehabilitate and restore natural, cultural and historic resources consistent with post-disaster community priorities and compliance with prevailing environmental and cultural resources laws.

In alignment with the National Disaster Recovery Framework and the California Disaster Recovery Framework, will effectively measure disaster impacts, identify relevant strategies and useful resources, and identify and utilize data to track recovery post-disaster. Acts with independence to maintain a routine workload and respond to short term special projects and priority assignments. Assesses community impacts and needs after an event in order to convene appropriate state, local and federal agencies and partners to fill in gaps for the impacted community.

Manages projects from concept through completion and. coordinates multiple lines of effort, contributing to short-term priority assignments as well as maintaining routine workloads with a high degree of independence.

Regularly conducts research and prepares materials such as procedures, standard operating guides, grant resource guides, toolkits, issue briefings, one-page fact sheets, PowerPoint presentations, and other communication tools. Frequently presents at small to medium internal and external meetings to provide updates and gather feedback on recovery efforts.

Applies logical and creative problem-solving methods to resolve complex governmental and administrative challenges. Gathers and analyzes data to develop and evaluate policy and program alternatives and provides informed recommendations to management. Communicates effectively both orally and in writing. Works collaboratively on a team or independently in dynamic environments with shifting priorities and direction.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
