Flood Control & Water Resources Manager
Under limited direction, the Flood Control / Water Resources Manager plans, organizes, directs, and implements the Flood Control and Water Resource activities of the department and the Tehama County Flood Control and Water Conservation District. This position also performs related professional and administrative work as required. This classification is characterized by the overall responsibility for managing Flood Control and Water Resource activities of the department and the Flood Control and Water Conservation District to ensure compliance with state, federal, and local regulations. The incumbent assumes responsibility for maintenance, repair, upgrade and development of existing levees, oversight of flood control, emergency flood situations, and water resource issues affecting Tehama County. This class is distinguished from Chief Deputy Director of Public Works classification in that the Chief Deputy Director provides general oversight for all operations of the Public Works Department. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.
EXAMPLES OF DUTIES:
Manages assigned staff; prioritizes and assigns tasks and projects | Provides support, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning and work assignments | Develops and monitors operating budget; prepares special and recurring reports, budgets, proposals and contracts, and disseminates to department personnel and external agencies | Recommends and implements changes to existing policies and procedures | Monitors and reviews trends in flood control and water resource operations and recommends operational and policy improvements | Takes the lead during emergency flood situations in coordination with local, state and federal Operations of Emergency Services (OES) | Consults with county officials, subordinate staff and the general public regarding problems and issues concerning flood, levees, water resources and related facilities; investigates and provides solutions | Sets project priorities and coordinates labor, materials and equipment allocations for specific projects with assigned staff | Conducts inspections of work projects to assure that safety rules and regulations are adhered to and that all equipment is in safe operating condition | Prepares, administers, and manages consultant and construction contracts | Attends and represents the County at various public meetings and workshops regarding flood, water, and emergency response issues | Develops, coordinates, and implements staff training needs and schedules | Assists in completion of employee performance evaluations, counsels employees, and effectively recommends initial disciplinary actions as appropriate | Assists in the selection and hiring process as assigned | Trains and supervises work crews in the proper methods and techniques of flood fighting, including sand bagging and slope protection | Responds to service and information requests from the general public | Organizes and coordinates the monthly Tehama County Flood Control and Water Conservation District and quarterly AB3030 Technical Advisory Committee agendas and meetings | Prepares and develops letters and agenda items on behalf of the Tehama County Flood Control Board and the Tehama County Board of Supervisors | Prepares applications for grant funding opportunities; administers and manages grants and federal and state contracts ensuring compliance with all grant terms and conditions | Performs other related duties as assigned. EDUCATION & EXPERIENCE:
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of twelfth (12th) grade
Seven (7) years of experience in flood control and levee maintenance and repair, and water resource activities.
A bachelors degree in a field related to water or flood control methods, such as engineering or natural science may be substituted for the experience requirement on a year for year basis.
Five (5) years of experience in an administrative or supervisory capacity.
Three (3) years of progressively responsible professional grant/contract management experience is highly desirable.
Experience in consultant and construction contract preparation and management is highly desirable.
Other combinations of education and experience may be considered.
