Job Description and Duties
Under the general direction of the Presiding Workers' Compensation Judge and the Supervising Workers' Compensation Consultant, the Workers’ Compensation Consultant (WCC) assists parties, whether represented by counsel or not, by providing general public information concerning workers’ compensation benefits and procedures.

Working Conditions
This position is located at: 1515 Clay St., Oakland, CA 94612.
The incumbent will work 40 hours per week in an office setting equipped with standard office equipment. Air conditioned, in a high-rise building with elevator access, cubicle with natural and artificial lighting.
Once formal training has concluded, part time telework may be offered upon approval by the supervisor and consistent with DIR's Telework Policy
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
•Knowledge of principles, practices and procedures of the California Workers’ Compensation System and Appeals Board.
• Knowledge of Workers’ Compensation Laws of California (Labor Code), regulations, and leading court decisions relating to workers’ compensation coverage, insurance, rights to benefits, rules of practice.
• Knowledge of Workers’ compensation claims adjusting.
• Knowledge of the schedule of rating of permanent impairment under the American Medical Association (AMA) Guides, 5th edition.
• Knowledge of medical and anatomical terminology; Medical Treatment Utilization Schedule (MTUS) or other evidenced-based medical treatment guidelines.
• Knowledge of Microsoft Word, Excel, Outlook and other software applications.
• Knowledge of forms used at the Workers’ Compensation Appeals Board.
• Knowledge of the purpose of the Workers’ compensation Appeals Board and Division of Workers’ Compensation.
• Collecting, analyzing and organizing documents and information.
• Time management including assignment completion and attention to details.
• Oral communication and effective writing skills including spelling and grammar.
• Quality customer service including dealing with frustrated and angry individuals.
• Basic Arithmetic.
• Effective listening skills.
• Patience.
• Ability to interpret, analyze, and summarize written documents including medical reports, fact situations, and workers’ compensation laws and rules.
• Ability to communicate effectively including using simple terminology whenever possible, orally and in writing, in explaining technical or legal matters.
• Ability to analyze, organize and prioritize work according to the situation, work well under pressure, meet deadlines and prepare clear, complete and concise reports.
• Ability to maintain effective interpersonal relationships including dealing with angry and frustrated individuals with professional composure and demeanor.
• Ability to apply appropriate statutes, procedures and regulations in mediating issues in dispute and issuing recommendations.
• Ability to learn computer system/software currently in use by the Division.
• Ability to work in a busy office environment for an eight-hour work day.

Preference will be given to persons with State Restriction of Appointments (SROA) or Surplus status. Applicants must attach a copy of their most recently dated letter that specifies their designation as either SROA or surplus candidate as proof.
Qualified candidates must have eligibility in State employment, be in a reachable rank on an employment list for this classification, be currently in this classification, or have transfer eligibility to this classification.
