About this Role: The Staff Services Manager I assists and advises the Division Chief and Assistant Division Chief in leading complex, sensitive program development, policy, and coordination relative to QHED. The incumbent will serve as Project Manager, directing staff through complex projects to effectively deliver on the division's programmatic priorities, including, but not limited to, compliance with Final Rule requirements. The SSM will direct a unit of analysts and perform various duties with a high degree of sensitivity, difficulty, and responsibility, requiring knowledge of cross-departmental operations and the need for confidential capacity. Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience qualify them for the position. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Ability to reason logically and creatively, utilizing a variety of analytical and leadership techniques to resolve complex governmental and managerial problems.
- Ability to demonstrate excellent verbal and written communication skills, especially when reviewing and editing documents.
- Experience working with regulations, policy, and procedures.
- Proficient in Microsoft Office Suite applications.
- Ability to analyze data and present ideas and information effectively, both orally and in writing.
- Ability to lead analysts through the development and evaluation of alternative paths of action, advising leaders and working collaboratively with others on implementation plans.
- Experience in project management, developing operational or management systems and processes.
- Able to work in collaboration with others as well as independently.

Telework and Salary Information
Currently, this position may be eligible for telework up to three days per week and is required to report in-person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
The DHCS office location for this position is 1501 Capitol Ave, Sacramento, CA 95814.
Personal Leave Program (PLP) 2025 agreement
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
