Environmental Program Manager I (Supervisory)
Job Description and Duties

Under the general direction of the Environmental Program Manager II (EPM II), the Environmental Program Manager I (EPM I) has full program administration and supervision of the staff in the Southern District, which currently includes offices in Riverside, Anaheim, Spring Valley, San Marcos, and Cathedral City. In addition, the EPM I is responsible for overseeing statewide detection, eradication and/or environmental monitoring operations, and serves as the primary liaison with the general public, industry stakeholders and cooperating agencies. The incumbent also performs a range of duties involving statewide research, environmental analysis, outreach, logistics, budgets, and writing contracts, work plans, and reports for agricultural programs for PD/EP. As a leader in State government, the incumbent is responsible to develop and inspire their workforce and deliver great results for Californians and CDFA. The incumbent must set a clear vision to achieve productive results by developing plans to meet goals, leverage staff skills, and solve problems; build collaborative relationships and foster an inclusive environment for consensus-building and decision-making; coach, guide, train, instruct, and develop team members; empower staff through a sense of shared ownership and decision-making; create an open and transparent environment for the exchange of information; foster a team environment through the support and recognition of team members; promote customer service and accountability; motivate loyalty to the Department’s/Branch’s mission and commitment to drive continuous improvement for better results. Working Conditions
This is not a telework eligible position.
The work settings vary; however, 75 percent of the work will be performed in permanent buildings or trailers leased or owned by the state or cooperating agencies or other locations. The employee reports to the Riverside office and will perform 45% of their work there. Another 30% of the work will be divided between the other Southern District offices: Anaheim, Spring Valley, San Marcos, and Cathedral City. The employee may work in isolated locations and may work alone for extended periods. Offices for employees working indoors are equipped with standard office equipment including a desk, chair, phone, filing and storage cabinets, printer, copier and fax machines, and computer. Computer software used may include Microsoft Word, Excel, PowerPoint, Access and Publisher.
The remaining 25 percent of the workload requires traveling to remote and/or urban areas within the State for meetings or evaluating program progress in the field. When working in the field, the employee may encounter extremes in temperature and humidity, variable terrain (smooth to irregular and unstable), and aquatic or riparian situations. The employee may work with varied vehicles and equipment such as global positioning system units, spray equipment, trailers, pumps of various kinds, and ATVs. Activities may require the mixing, loading and application of pesticides, driving for several hours, lifting, bending, reaching and climbing, and moving equipment. Noise level for work is variable. Incumbent may work extended hours and days at any given time in the month including weekends and holidays. Incumbent may also be required to travel, by state vehicle or other public transportation systems, on short notice and on overnight stays as required for trips to various field locations and meetings.
