Solid Waste Recovery Worker I Part Time

Introduction

The San Joaquin County Public Works - Solid Waste Division has part-time employment opportunities. This recruitment will be used to fill those part time positions and to establish an eligible referral pool which may be used to fill future part-time opportunities.

Pre-EmploymentPhysical Drug Screen and Background : Potential new hires into this classificationare required to successfully pass a pre-employment physical examination apre-employment drug screen and a background investigation as a condition ofemployment. Final appointment cannot be made unless theeligiblecandidate has passed the drug screen physical and successfully completed thebackground process. The County pays for the initial drug screen and physical.

TYPICAL DUTIES

• Inspects and sorts incoming waste for prohibited materials; evaluates refuse to determine acceptability.
• Monitors and directs traffic for safe dumping of refuse; maintains required logs and records including a daily log of vehicles using the facility; documents and reports suspicious or unusual incidents; ensures compliance with regulatory requirements.
• Learns to safely operate a variety of equipment such as loaders forklifts backhoes and other light/heavy equipment; learns to perform routine maintenance and cleaning of assigned equipment; reports mechanical defects or needed servicing of equipment.
• Levels loaded transfer trailers; covers loads.
• Separates recyclable material from incoming refuse. Keeps grounds and adjacent land free from refuse and debris; cleans debris from equipment.
• Responds to questions and inquiries from the public.
• May drive light truck. Performs manual labor as assigned.
• May provide direction to Alternative Work Program and inmate program crews in proper work procedures.

MINIMUM QUALIFICATIONS

License: Possession of a valid California drivers license.

KNOWLEDGE

Laws regulations ordinances and procedures related to solid waste disposal; operation and maintenance of light and heavy equipment commonly used at refuse transfer facilities and landfills; safe work practices and procedures; proper methods of lifting and carrying of heavy loads; occupational hazards and safety procedures.

ABILITY

Recognize and separate recyclable materials; recognize prohibited materials; direct traffic; operate light and heavy equipment commonly used at refuse transfer facilities and landfills; understand and follow oral and written instructions; establish and maintain effective working relationships with others; perform heavy manual labor occasionally under adverse conditions.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent standing walking pushing pulling bending for extended periods of time; occasional driving climbing; Lifting-Frequently 5 to 30 lbs or less; occasional 30 to 70 lbs; occasionally restraining lifting and/or turning heavy objects; Visual-Good overall vision color perception depth perception; occasional reading and close-up work; normal hand and eye coordination; good field of vision/peripheral; Dexterity-Frequent holding reaching; grasping; repetitive motion; occasional writing; Hearing/Talking-Frequent hearing of normal speech hearing/talking on the radio talking in person constant exposure to heavy equipment and machinery noise; ability to hear faint sounds; Emotional/Psychological-Frequent public contact concentration and decision making; occasional working alone; occasional exposure to hazardous materials; occasional dealing with emergency situations; Special Requirements-May require working overtime weekends and nights; Environmental-Frequent exposure to cold/heat dirt dust fumes and varied weather conditions; work in or around traffic and/or Joaquin County complies with the Americans with Disabilities Act (ADA) and upon request will consider reasonable accommodations to enable individuals with disabilities to perform essential job functions.

Selection Procedures

Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination. If a written examination is given the top candidates may be referred to the hiring department for further selection.

Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship (parent child grandparent grandchild or sibling) either by blood or marriage may not be appointed promoted transferred into or within the department when:

• They are related to the Appointing Authority or

• The employment would result in one of them supervising the work of the other

Department Heads may establish additional limitations on the hiring of relatives by departmental rule.
