Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

Under the general direction of the Employment Development Administrator Multi-functional Center Office Manager, serves as Section Supervisor/Manager.   

Provides leadership to the subordinate staff by modeling the mission, vision, values and marketing of the Employment Development Department (EDD) and the Branch in everyday interactions with staff as well as with internal and external customers.  Responsible for demonstrating a commitment to the Multi-functional Center effort, working with staff to plan for effective and efficient delivery of assigned program components consistent with these recognized quality goals and leading staff in celebrating the successes of the program. Directly supervises the first level managers in their section.  Participates in the establishment and maintenance of effective working relationships with staff, management and partner offices and responsible for training and staff development.

Responsible for daily operations of the Multi-functional Center which may include Determinations, Appeals, Adjustments, Overpayments, Payment Authorization, Clerical and Claim Filing staff.  Organizes workflow and resources to achieve the desired objective of qualify of production. Ensures that the Center is consistent with mandated statewide policies and procedures by providing expert knowledge of complex automated systems, data relationships, productivity forecasting, and budget and resource management to produce reports, measuring outcomes and expenditures to the Multi-functional Manager/s and Division staff.  

This position is headquartered in San Bernardino and may be eligible for rotational telework under EDD's telework policy. Employees are required to report to their headquarters office. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Statement of Qualifications Requirements

A Statement of Qualifications (SOQ) is REQUIRED. The SOQ will be considered the first phase of the hiring process for this position. If your qualifications are competitive, you may be invited to an interview.

The SOQ should be typed and not more than two pages in length, not less than 12-point font, single-spaced, with margins not less than one inch, including your first and last name at the top of the page.

SOQ must be numbered and completed in the exact order the following questions are presented:

  1. Provide an example of how you built or strengthened working relationships with internal or external partners to improve service delivery or resolve a complex issue. What was the outcome, and how did your leadership contribute to the result?
  2. Explain how you have used data analysis and automated systems to monitor and improve performance in a complex program environment. Describe the tools or reports you used, how you identified trends, and the actions you took to ensure program objectives and quality standards were met.
  3. Describe your experience leading and managing multiple teams or first-line supervisors in a high-volume, performance-driven environment. In your response, include how you provided coaching or corrective action, promoted staff development, and ensured compliance with personnel policies.
