Job Description and Duties
Under the direction of the Arbitration Certification Program Chief, the Program Manager will manage a team of analytical staff. The Program Manager is responsible for supervising and coordinating the activities of and providing supervision, technical expertise, onboarding and ongoing training, guidance, assistance, and support to analytical staff in the Arbitration Certification Program, including recommending policy changes to program operations, and ensuring the implementation of regulations.

Working Conditions
Position is eligible for hybrid telework as allowed under the Governor's executive order after training is completed.
Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.
Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. The salary range(s) included on this job posting do not reflect the reduction in pay.
Special Requirements
Conflict of Interest: This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

• Exceptional knowledge and experience with Word, Excel, Outlook, PowerPoint, TEAMS
• Excellent organizational skills, experience in creating procedures, and project management.
• Information gathering techniques, such as the development of surveys, questionnaires, and data analyzing experience.
• Excellent time management skills and ability to work independently to meet deadlines while managing changing priorities.
• Ability to exhibit professional conduct with internal and external parties
• Ability to speak and write effectively.
• Experience analyzing data and taking effective action.
• Experience in identifying program issues/concerns and other program issues.
• Ability to make recommendations that will assist programs in eliminating program weaknesses.
• Gather, compile, and analyze and interpret data and to draw conclusions.
• Experience facilitating and a team building, brainstorming, and planning session for the purpose of identifying solutions to addressing problem areas or deficiencies.
• Ability to build and foster working relationships with internal and external government agencies and private entities.
