Chief of Board Operations
Job Description and Duties
Under the general direction of the Deputy Executive Director, the incumbent serves as the Chief of Board Operations, providing leadership and strategic oversight for all administrative operations across the CHRB. The incumbent is responsible for aligning administrative functions with the Board’s mission, policy objectives, and long-term strategic goals, exercising a high degree of independent judgment and policy-making authority. The SSM III also serves as the department’s Equal Employment Opportunity (EEO) Officer and reports directly to the Executive Director on all EEO-related matters.
This position is designated under the Conflict of Interest Code . The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Working Conditions
- The incumbent works in a typical office environment, using one or more personal computers.
- The incumbent works on the second floor of a two-story building.
- This position is eligible for a hybrid work schedule in alignment with Executive Orders.
- The incumbent may be required to travel throughout the state as necessary.

- The position(s) require(s) a Background Investigation be cleared prior to being hired.

Statement of Qualifications
A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of the candidate’s ability to present information clearly and concisely in writing. The SOQ is a narrative discussion of how the candidate’s education, training, experience, and skills qualify them for the position.
The Statement of Qualifications must contain a header with the following information:

In no more than two pages, using one-inch margins, and Arial 12-point font, answer the following:
- Describe your experience managing or overseeing multiple administrative functions such as accounting, budgeting, human resources, procurement, or business services. Include your role, scope of responsibilities, and accomplishments.
- Provide an example of how you have advised executive leadership or board members on a policy, fiscal, or operational issue. What was the situation, your role, and the outcome?
- Summarize your leadership and supervisory experience, including how you manage staff performance, foster collaboration, and promote a productive and inclusive work environment.
