Human Resources Analyst III
: $4,139.58 - $5,091.17 MONTHLY $49,675 - $61,094 ANNUALLY 12 MONTHS / 40 HOURS PER WEEK POSITION, MONDAY - FRIDAY PRIMARY WORK LOCATION: WEED CAMPUS Under the general direction of the Director of Human Resources, incumbent will perform a variety of specialized, complex and highly responsible human resources duties including but not limited to: advertise and recruit for vacant positions; onboard new employees; creation and maintenance of s; perform job and salary analysis; coordinate compensation studies; assist with the implementation and reporting of the District's Equal Employment Opportunity (EEO) Plan; process employee end of assignment; support District's labor relations teams; assist and present employee training and professional development; coordinate employee evaluations; use HRIS system for employee intake, position management and pay and leave administration; and assist with other legal and compliance issues; exercise frequent independent judgment and discretion for the control and release of sensitive information; maintain current knowledge of and assure compliance with laws, rules and regulations related to human resources area.
Key Duties & Responsibilities
- Provide information and answer inquiries regarding vacant positions, application status, minimum qualifications and status of recruitments.
- Develop, maintain, implement and oversee employee recruitment, including advertise positions, post job announcements, screen for minimum qualifications, schedule and facilitate interviews, assist screening committees to develop screening criteria and evaluation instruments; assist with development and delivery of training for screening committees; communicate with (both in writing or orally) or direct communications with candidates, potential candidates, and unsuccessful candidates; and create and maintain accurate records of the hiring process.
- Review faculty applications to ensure all proper documents are received; analyze a variety of forms and applications in order to complete input of minimum qualification on certification forms and process completed documents.

- Train EEO monitors, employees, screening committees, and Board of Trustees regarding EEO regulations and implementation of EEO Plan.
- Coordinate annual and probationary employee evaluation processes.
- Coordinate and follow-up on employee ergonomic evaluations.
- Coordinate, disseminate, and track completion of mandatory and recommended employee training and professional development.
- Handle routine employee relations issues.
- Review documents, records and forms for accuracy, completeness and conformance to applicable rules and regulations. Process and analyze a variety of forms and applications.
- Maintain current knowledge of and assure compliance with laws, rules and regulations related to human resources activities.
- Research, interpret and apply, and monitor compliance with various regulations and policies and procedures including but not limited to Title V, Education Code, EEOC, Americans with Disabilities Act, Family Employment and Housing Act (FEHA).
- Meet and consult with employees, supervisors, administrators and outside agencies regarding human resources policies, procedures, laws, codes, rules, regulations and the administration of classified and academic human resources programs.
- Research, compile, verify and provide information for reports, contracts, special projects, collective bargaining, Board meetings and other human resources related functions.
- Independently prepare, from oral or written instructions, written correspondence, meeting and training materials and a variety of other materials such as reports, surveys, forms, charts, spreadsheets, and other materials according to established procedures, policies and standards.
- Take and transcribe minutes for collective bargaining and other council or committee meetings.
- Input, review, and approve a variety of data into HRIS system for employee demographics, position and job management, and process, review and/or approve timesheets and leave reporting.
- Establish and maintain automated records and database files; initiate queries, develop spreadsheets, manipulate data and generate various computerized lists and reports as requested; assure accuracy of input and output data.
- Establish and maintain filing systems including confidential and legally required files including but not limited to collective bargaining, contracts, budget, human resources actions, employee personnel files and records, reports related to employee training, evaluations and payroll. Maintain archive of events, programs, brochures, historical documentation, and other documents.
- Coordinate and implement employee events that fall under the purview of Human Resources (for example - Retirement Celebration, Classified Employee Day, etc.)
- Review, create, maintain and/or submit web page content for the department; generate and format photographs for publications.
- Coordinate and oversee specialized functions or projects.
- Serve as back up to receive, screen and route phone calls and visitors; take, retrieve and relay messages or provide needed information or direct to appropriate department; serve as back up to receive, sort and distribute mail.
- Train and provide work direction and guidance to student assistants as required; coordinate the work of others in a lead capacity.

Minimum Qualifications
Any combination of education and experience equivalent to:
- Associate's degree in human resources management or related field; or
- Two (2) years of increasingly responsible human resources-related experience.
DESIRED QUALIFICATIONS
- A Bachelor's degree in human resources management or related field.
- Previous work experience in human resources in a higher education setting.
- Knowledge of and/or experience with, Banner and NeoEd.

- Human resources policies and procedures specifically in the areas of: recruitment, employment practices, training, salary and position administration, basic employee relations, job analysis, and classification and compensation.
- Current laws, codes, regulations and rules, and policies and procedures relating to human resources including but not limited to Education Code, Labor Code, Government Code, and Title 5.
- Report writing preparation and research methods.
- Maintain confidentiality of sensitive and privileged information.
- Compose correspondence and written materials independently.
- Analyze situations accurately and adopt an effective course of action and their implications.
- Proficient in communicating clearly and effectively, verbally and in writing, and in integrating information in the completion of assignments.
- Ability to handle difficult or volatile situations/individuals effectively.
- Organization and problem solving skills and ability to handle high volume of work with accuracy and attention to detail with high level of efficiency while completing multiple tasks simultaneously and adjusting to varying assignments and workloads.
- Proficiency in Microsoft Word, Excel and the other Microsoft Office Suite programs. Experience with Human Resources Information Systems (Banner) and applicant tracking software (HireTouch).
