Job Summary
This position is for a Warfare Analyst supporting Program Executive Office, Integrated Warfare Systems (PEO IWS) Rapid Capability Office (RCO). The role directly supports Naval Surface and Mine Warfighting Development Center (SMWDC) San Diego, CA generation of Tactics, Techniques, and Procedures (TTPs) pertaining to RCO projects and experiments. A broad technical and operational background is required to serve as the integration link between project managers, engineers, and fleet warfighters. The position will develop concept of employment (CONEMPS) for projects and support fleet partners through requirements generation and development of Urgent Acquisition documents associated with transitioning RCO projects for warfighter needs. The position will execute analysis supporting operational concept development and facilitate rapid prototyping efforts during significant fleet exercises, wargames, and experiments and requires participation at planning conferences, execution, and post-event reviews.
Essential Job Functions
- Draft, coordinate and support production of SMWDC tactics, techniques, and procedure documents (e.g. Tactical Bulletins, Tactical Memos, etc) pertaining to RCO projects.
- Provide subject matterexpertiseon Rapid Capability Office projects and operational concepts.
- Liaise with operational commanders, experiment sponsors, initiative leads, relevant acquisition organizations, and Warfare Tactics Instructors to support PEO IWS Rapid Capability Office (RCO) developmental efforts.
- Develop concepts of employment and urgent acquisition process documents for leadership.
- Develop, validate, and guide execution of key operational concepts supporting RCO events.
- Collect, complete, organize, and interpret technical data and information.
- Draft, review, and organize experimentation initiative development.
- Coordinate andfacilitatetechnical exchange meetings and reviews.
- Prepare briefing materials for leadership.
- Represent leadership at various meetings and provide feedback and recommendations, asrequired.
- Support Surface Requirements Group (SURFRG) Tactical Solution Working Groups (TSWG) relative to Rapid Capability Office projects.
Qualifications
- Graduate of the SMWDC Warfare Tactics Instructor course of instruction (AQD KW1 or KW2 preferred). Prior experience in TTP development and publication is highly desired.
- Bachelors Degree (Engineering or hard science preferred), Work experience may be considered as a substitute for the degree requirement.
- Strong written and verbal communications skills, including use of MS Office tools.
- TopSecret Clearancerequired. TS/SCI
