About this Role:

The Staff Services Manager I (SSM I) will serve as the Chief of the MEDS Process Unit and is responsible for providing management, oversight and direction to five Associate Governmental Program Analysts (AGPA’s) to ensure the accurate and timely completion of assignments and resolution of problems and issues associated with various Medi-Cal eligibility program areas, as well as, resolution of supervisory and/or managerial problems. The position requires strong interpersonal, analytical, oral and written communication skills; the ability to listen, observe and draw accurate conclusions; make thoughtful, collaborative and timely decisions which produce high quality results; propose workable solutions in a tactful, constructive manner; be flexible and the ability to interact with interdepartmental and cross-departmental partners. The SSM I should also possess strong supervisory and/or managerial abilities to succeed in a broad range of fiscal, management, staff services and related settings. In addition, the SSM I must conduct and/or review analytical studies and surveys; formulate procedures, policies, and program alternatives; make recommendations on a broad spectrum of administrative and program-related problems; review and analyze proposed legislation and advise management on its impact or potential impact; represent the State or the Department as assigned and do other related work.

Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal candidate will possess experience supervising analytical staff in a public program setting, including assigning and reviewing work, evaluating performance, and providing staff development. The candidate should demonstrate knowledge of Medi-Cal eligibility policy and related systems such as MEDS and CalHEERS, with the ability to analyze and resolve complex eligibility and case management issues. Strong written and verbal communication skills are essential, including the ability to prepare clear and concise reports, policy guidance, and correspondence. The candidate should have experience working collaboratively with internal and external stakeholders, such as counties, system vendors, and other governmental entities, and be able to effectively represent the unit in meetings and workgroups. The ability to manage competing priorities, exercise sound judgment, and perform high-level analysis under tight deadlines is critical to success in this role.

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
