Job Description and Duties

Utilizing Agile and continuous integration/continuous delivery development methodologies, the Information Technology Specialist I (ITS I) creates, enhances, and maintains Web and thick-client software application code. This position writes code and develops automated unit and integration tests to promote code quality. As a software developer, the ITS I will utilize object-oriented tools and methodologies including, but not limited to: Microsoft Visual Studio, ASP.NET, C#, Dotnet Core, Blazor, Model-View-Controller, Bootstrap, Structured Query Language, and Microsoft DevOps.

Serves as a lead software architect and designs, configures, and maintains a wide variety of custom software code repositories and databases. Coordinates and collaborates with multiple stakeholders and information technology (IT) operations staff including server teams, database administrators, network administrators, windows administrators, and information security engineers to implement software solutions that solve a wide variety of business and operational challenges. The developer will adhere to the Software Development Group's coding standards as well as applicable enterprise and state level security and statutory mandates.

The ITS I is responsible for writing code, developing unit tests, debugging, integration testing, documentation, and migration of databases.

Working Conditions

This position reports in office, Monday through Friday, 0800 to 1700 hours. Climate-controlled office setting on the second floor. Occasional after hours and weekends as required. Occasional travel required.

Special Requirements

Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font. A resume is not considered an SOQ. The SOQ must be clearly titled "Statement of Qualifications" and restate the following questions:

  1. Describe how your background, experience, education, and/or training make you a good fit for this position.
  2. Describe your programming language, Structured Query Language, and database-driven application experience. Include examples of your experience and the number of years.
  3. Write a short summary of a software application you have designed. What part of the project was the most difficult to setup? Are there any features you are proud of designing?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Providing a high level of technical expertise in systems analysis and design. This is a full stack developer position, utilizing object-oriented tools and methodologies including: Microsoft ASP.NET, C#, Structure Query Language, Model-View-Controller framework, and similar methodologies/technologies. The Information Technology Specialist I also work closely with users to define business problems to be solved and to develop proposals to meet customer needs. The Information Technology Specialist I develop hardware, software, and training requirements necessary to implement the approved solution within departmental standards.
