Alameda County is the seventh most populous county in California and is characterized by its rich diversity and culture as one of the most ethnically diverse regions in the Bay Area and the nation. ABOUT THE ALAMEDA COUNTY ADMINISTRATOR'S OFFICE

The County Administrator is responsible for the implementation of policies and decisions of the Board of Supervisors. The County Administrator's Office is composed of six units that provide and oversee programs serving the entire County. These units include Intergovernmental Affairs and Civic Engagement, Budget, Finance, Clerk of the Board of Supervisors, East Bay Economic Development Alliance, and Risk Management. THE POSITION

Under general direction from the County Administrator or the Deputy County Administrator, collaborates with the County Administrator's Office and department heads to achieve efficient and effective operations; assists in planning, organizing, and reviewing the activities of specific County programs or operations in areas having major impact on County resources and policies, such as County Administration, Economic and Community Development, Finance and Debt Management, Budget Planning and Maintenance, Policy and Legislative activities, strategic management, and intergovernmental services.

Positions in this class relieve the County Administrator's Office of administrative detail by performing highly responsible and complex high level staff work to achieve collaboration and efficiency; maintenance of the County budget and various financing programs; advise and assist the County Administrator and the Deputy County Administrator in establishing funding priorities, determining service levels, maximizing County revenue resources, and allocating budget resources; advise and assist the County Administrator in structuring bond financing options; assist in developing and implementing goals, policies and priorities, and supervises division staff.

  • Strong organizational management skills with proven experience analyzing and evaluating programs, policies and budgets;
  • Politically astute , possessing the skills necessary for identifying, navigating and successfully interacting within the dynamics of the organization while maintaining sensitivity to the competing needs of a wide variety of internal and external stakeholders;
  • Develops and maintains effective relationships with others ; relates well to people from diverse backgrounds and in different situations; shows understanding, courtesy, tact, empathy, concern, and politeness;

MINIMUM QUALIFICATIONS

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Graduation from an accredited college or university with a bachelor's degree in accounting, economics, public or business administration or a related field.

AND

Experience : The equivalent of five (5) years of experience in a wide variety of fiscal, administrative and managerial duties in a large, complex public agency including one (1) year of experience in a senior-level administrative or management position.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Principles and practices of governmental budgeting and accounting with particular reference to performance budgeting.
  • Principles of organizational analysis.
  • Laws relating to the financial administration of County government.
  • Techniques of administrative and governmental accounting.
  • Automated financial information systems, spreadsheets, and databases.
  • Principles of debt financing.
  • Dynamics of staff-line relationships.

Ability to:

  • Plan and organize the analysis, review, and preparation of the entire County budget.
  • Analyze and review the financial practices of County departments.
  • Apply statistical methods in the analysis of management methods and problems.
  • Recognize problems and develop effective solutions.
  • Devise and effectively prepare and present reports and recommendations.
  • Evaluate reports and recommendations.
  • Establish and maintain effective working relationships with the Board of Supervisors and Department Heads.
  • Represent the County effectively and negotiate with representatives of committees, and other agencies and firms.
  • Supervise and evaluate the work of professional staff.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  • A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;
  • A review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process;
  • An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
