The Central Valley Flood Protection Board (Board) is a unique regulatory agency within the California Natural Resources Agency. Additionally, we play a crucial role in the review, adoption, and implementation of the Central Valley Flood Protection Plan. Key responsibilities include:

  • Permit Review & Intake: Evaluate encroachment permit applications for compliance with California Code of Regulations (CCR) Title 23. Investigate project locations, manage the permit fee collection process, verify fee calculations, and process entries in the portal and fee database.
  • Communication & Public Support: Coordinate verbal and written communications with applicants, stakeholders, and government entities. Provide direct guidance to the public navigating online portals and digital mapping tools like the Encroachment Viewer.
  • Data & System Management: Maintain data integrity within the permit tracking database, ensure review milestones are accurately logged, troubleshoot system errors, and extract technical data for monthly progress reports.

Special Requirements

Current and a valid Class C California Driver's license to perform project visits. Travel may include driving a vehicle on public roadways, in remote areas, or on unpaved and uneven terrain. Must have the ability to ascend and descend embankments typically up to a 2 to 1 slope. Must be able to work in adverse conditions that may include heat, cold, wet, windy, and muddy conditions.

  • Regulatory Compliance & Permit Review knowledge: Demonstrated knowledge reviewing applications against state/federal mandates, with the capacity to quickly master complex regulatory intake of application frameworks.
  • Interpersonal Skills & Stakeholder Engagement: Proven ability to interact positively with courtesy, sensitivity, and respect to gain the confidence and cooperation of internal and external customers.
  • Collaboration w/ stakeholders/agencies: Strong teamwork skills to facilitate cooperative working relationships across diverse groups, including government entities, the public, underserved communities, and tribal governments.
  • Database Management & Data Integrity Tracking: Experience managing and tracking data workflows within department wide information portals, ensuring accurate milestone logging, and extracting backend data for reporting.
  • Fiscal Tracking & Spreadsheet Workflows: Experience interpreting fee schedules, validating payments, and utilizing structured spreadsheets to log and analyze financial tracking metrics.
  • Technical Research & Problem-Solving Abilities: Skilled at using analytical techniques to research complex issues, evaluate legislation, exercise independent judgment, and logically resolve technical errors.
  • Time Management: Strong organizational skills to manage strict deadlines, establish project priorities, and effectively balance a shifting, multi-task workload.
  • Remote technical Support & online Navigation Guidance: Ability to provide clear, remote troubleshooting and technical assistance to external users navigating web-based systems and digital portals.
  • Communication skills and team collaboration: Proficient independently writing and distributing reports, manuals, and standard procedures.
