Job Description and Duties

Under the general direction of the Labor Commissioner, Assistant Chief, or designee, the Deputy Labor Commissioner Regional Manager directs, coordinates and oversees all of the Licensing and Registration (L & R) Unit portfolios and/or sub-programs in the following areas: Car Washing & Polishing, Child Performer Services, Door-to-Door Sales for Minors, Electrician, Entertainment Work Permit, Farm Labor Contractors, Foreign Labor Contractors, Garment Manufacturing & Contracting, Industrial Homework, Janitorial Service Providers, Permit to Employ Minors, Produce Unloaders, Studio Teachers and Talent Agents/Agencies and/or other related portfolios. The Regional Manager further designs, implements and promotes cross program collaborations within Labor Commissioner's Office (LCO) and with other enforcement agencies to ensure robust compliance with respective laws, appropriate accountability of violators, and dynamic outreach efforts. Inclusively, the Regional Manager supports and advances relevant assignments relating to implementation of strategic plans and provides support to the Assistant Chief in developing and administering policies and procedures as directed by the Labor Commissioner or designee.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Working Conditions

There is only one position that may be filled either in Fresno, Los Angeles, Oakland, or Van Nuys. If you are interested in the position at more than one location, please submit a separate application for each job control.


This position is located at:
6150 Van Nuys Blvd.
Van Nuys, CA 91401


This position will oversee the following Licensing & Registration district offices: Oakland, Fresno, Van Nuys, Los Angeles, and Sacramento.

This position will have additional responsibilities across program offices and may be redirected to oversee other offices. Extensive travel required. The incumbent will work in an office setting. Travel as required to assigned district offices. Travel may be via land or air and may require overnight stay.

Statement of Qualifications :


The Statement of Qualifications (SOQ) is a narrative discussion of how the candidate’s education, training, experience and skills qualify them for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing and must be typed, double spaced, not more than two pages in length, no less than 11-point font and address the following questions.   2. Describe a process in which you were responsible for implementing a strategy to improve operations.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of programs, policies, and procedures of the Labor Commissioner's Office and the Department of Industrial Relations; principles and practices of personnel management, training, and management; and a managers/supervisors responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment; State and related Federal labor laws; the Industrial Welfare Commission orders; principles, practices, and terminology of labor relations work; purposes, organizations, and trends of employee and employer organizations; terminology used in various occupations; labor and employment conditions and trends in California; industrial occupations and their requirements and employment procedures; the law of contracts as it applies to the field of labor relations; and court procedure and rules of evidence, and principles and theories of administrative law and judicial review of administrative actions; legal terms and forms commonly used in civil procedures; and methods and techniques for effective leadership.

Skills to interpret and apply State and related Federal labor laws; thoroughly evaluate laws, rules and other procedures and to carefully examine facts to draw correct conclusions in making management determinations or otherwise advise on work matters; deal tactfully and effectively with teams, the public, and stakeholders; conduct, coordinate, and advise on difficult and involved investigations or other key projects; active listening and fact-gathering to help make informed decisions; sound judgment; reliability; impartiality; tact; firmness; and patience; organization and time management to prioritize multiple tasks and assignments; decision-making and problem-solving to handle supervisory matters; critical thinking in applying laws and procedures to analyze problems and successfully resolve supervisory matters and/or advise on investigations or other work matters; good judgment to maintain the integrity of the decision-making process, write reports and/or findings analytically and concisely; maintain professional decorum to engage with teams and the public productively and with respect; effective leadership capabilities; strong interpersonal and collaborative skills in building team organization and coordination across all programs; mathematical, research, and investigative skills.

Ability to plan and administer field or headquarters elements of an enforcement program; effectively interpret and apply State and related Federal labor laws, orders of the Industrial Welfare Commission, and departmental rules and procedures; analyze information or evidence and draw correct conclusions and make informed decisions; coordinate workload of field offices, including but not limited to organizing, planning and executing the work.

This position requires exceptional skill in dealing with the public and in coordinating the activity of various field offices, in coordination with other programs and/or stakeholders to effectively and productively advance the Labor Commissioner’s Office Mission Statement and Vision. Additionally, requirements of excellent time management, organizational, mathematical, and analytical skills with attention to details.

Works independently as well as being able to lead and work in teams to handle management tasks, maintains management integrity by utilizing discretion responsibly, and communicates effectively with fellow staff and the public while adhering to and promoting the Labor Commissioner's Mission, Vision, Values, and Goals.
