Job Description and Duties

DTSC is seeking a qualified individual to join the leadership team of the Site Mitigation and Restoration Program as Assistant Deputy Director. This position will help DTSC in its pursuit of protecting people and the environment from harmful chemicals and revitalizing communities, including increased opportunities for jobs and housing.

As a C.E.A you will have the opportunity to:

  • Manage the day-to-day operations of the Cleanup Program
  • Work with Cleanup Program management which consists of engineers, scientists and administrative staff to identify priority projects, plan and implement key programs and initiatives, measure and evaluate results
  • Maintain a comprehensive, up-to-date accounting of all resources (budget, contracts, grants, human capital and technology)
  • Allocate budget resources, including developing strategies for obtaining additional resources
  • Coordinate with administrative services to provide appropriate support for Cleanup Program
  • Plan Cleanup Program management meetings
  • Facilitate executive meetings for the Deputy Director, leading the Cleanup Team in strategic planning and performance management initiatives and overseeing Program-wide workplan and priority-setting efforts

  • Experience in the cleanup and remediation of properties under California law
  • Experience managing teams and developing internal processes and procedures

Special Requirements

This position requires a C.E.A. examination to be administered as the initial part of the selection process.

This CEA examination will consist of a Statement of Qualifications (SOQ), weighted 100% and shall be the only basis for the candidate's final score and rank on the eligible list.

All interested applicants are required to submit a Statement of Qualifications (SOQ). You must provide direct responses to each of the SOQs listed below. Each individual response must be numbered and include the full text of the SOQ prior to each response. Please address how you possess each SOQ using specific examples of your education, training, and experience.

The SOQ MUST not exceed three (3) pages in length, twelve (12) point Arial font, single spaced, and one (1) inch margins. A SOQ that does not conform to the specifications will be given a disqualifying score.

Your SOQ should address the following:

1. Describe your experience that demonstrates the ability to effectively plan, organize, and balance multiple and conflicting priorities to resolve operational issues and develop timely, effective, and cost-effective outputs and solutions.

2. Describe your managerial experience which demonstrates leadership, decision-making, and sound judgement in leading a group of multidisciplinary staff addressing complex toxic and hazardous substance exposures and/or control and cleanup of toxic or hazardous substance releases.

3. Provide examples that demonstrate the ability to achieve results, both personally and through leading others, to promote a high-performance culture. Identify experience building internal and external coalitions to achieve a common goal, resolving conflict, and negotiating high-stakes issues.

4. Describe your experience and provide examples that demonstrate your ability to develop and implement programmatic strategic goals, objectives, innovations and improvements that maximize employee and program performance.
