Business Continuity Analyst
Job Description and Duties
Under general direction of the Statewide Technology Recovery Program, Information Technology Manager I (ITMG I) the Information Technology Specialist II (ITSP II) is responsible for the ongoing development and maintenance of statewide information security policies and standards.
Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave. Working Conditions
The incumbent works in an office environment and is required to:
- Operate a personal computer (word processor, spreadsheet, e-mail communication, presentation, and diagramming applications).
- Use technical software for monitoring a variety of security-related items; and copy machine, fax machine, telephone system.
- Work some weekends and may work outside of normal business hours on a periodic basis.
- Possibly carry and use a cell phone or mobile device and respond in a timely manner.
- Travel between Rancho Cordova and Sacramento on occasion.
- Successfully complete (pass) a fingerprint background criminal record check completed by the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
- May be eligible for telework and when permitted incumbent is:
- Required to adhere to all CDT Telework Policy.
- Required to support a work from home environment.
- Expected to maintain a secure workspace within their home and support necessary logistical requirements to support remote video conferencing and remote work.
- Maintain a secure work from home environment for all work materials to ensure they are not misused, lost, damaged, stolen or improperly disclosed.

If such misrepresentation is discovered after appointment, it may constitute dishonesty and could result in adverse action, up to and including dismissal from State service
- Describe your experience supporting information security, technology recovery, or continuity-related activities. Include the types of work you performed and how you contributed to strengthening your organization’s security or recovery posture.
- Provide an example of a time you assessed the adequacy or effectiveness of a plan, control, or process. Describe the steps you took to review the information and how your evaluation supported decision-making or improvements.
- Explain your experience developing, interpreting, or applying policies or standards in your work. Describe your role and how you ensured your guidance or actions were clear and understood by others.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience in program or policy development and oversight role or function.
- Experience in effective communication and the ability to manage multiple customer relationships.
- Strong analytical and problem-solving skills.
- Ability to complete complex alternative analyses and data synthesis.
- Ability to communicate clearly in both oral and written format.
- Ability to work cooperatively with all levels of staff and management.
- Ability to speak persuasively and professionally.
- Experience with information security control frameworks and standards such as NIST CSF, NIST SP 800-53 and California’s State Administrative Manual (SAM) and State Information Management Manual (SIMM).
- Experience with cybersecurity technologies and related best practices.
- Experience evaluating new cybersecurity technologies for and making effective recommendations for their use.
- Knowledge of FEMA and DHS/CISA Recovery and Resilience programs and support
- IT, Security, and Recovery industry certifications (such as, CDRE, CISM, CGEIT, CISSP, CRISC, CSX-P, Project Management, ITIL etc.
