Position Overview

The Estimator is responsible for the accurate and timely preparation of cost estimates for major infrastructure and utility projects. This role requires deep knowledge of construction means and methods, cost structures, and engineering principles , with a strong ability to evaluate risk and competitiveness in high-value bids.

You will play a critical role in supporting bids for major utility clients across Southern California and partnering closely with project management and operations teams.

Key Responsibilities

• Lead estimating efforts for major utility and infrastructure projects in Southern California.

• Determine accurate labor, equipment, and material costs .

• Perform detailed quantity takeoffs and pricing analysis.

• Solicit and evaluate vendor and subcontractor quotes .

• Review bid documents and assess project risks and logistics .

• Analyze competitive bids from subcontractors and suppliers.

• Review estimates and pricing strategies with the Project Management team .

• Prepare estimates at various stages of completion.

• Support post-bid buyouts and pre-construction activities.

• Participate in pre-construction meetings with clients, owners, subcontractors, and engineers.

• Perform additional estimating and support duties as required.

Qualifications

• Bachelor’s degree in Civil Engineering or Construction Management .

• Strong experience in underground utilities and heavy civil construction .

• Public works experience is a plus.

• Proficiency with estimating software ; HeavyBid experience strongly preferred.

• Advanced skills in MS Office .

• Experience with on-screen takeoff tools such as Bluebeam or PlanSwift .

• Strong understanding of construction costs, scheduling, and engineering principles .

• Familiarity with horizontal and infrastructure projects .

• Highly organized, detail-oriented, and adaptable in fast-changing environments.

• Proven ability to prioritize workload and meet deadlines consistently.

• Excellent written and verbal communication skills.
