Under the direction of the Regional Manager in the Department of Industrial Relations (DIR), Division of Occupational Safety and Health (DOSH), Enforcement Branch, the Regional Senior Safety Engineer (Industrial) is responsible for performing the full range of professional level senior safety engineering work in construction, electrical, and industrial functions related to the Cal/OSHA program. The Senior Safety Engineer conducts, including but not limited to, specialized safety inspections, accident investigations, and consultations assignments related to construction, electrical, and industrial occupational safety and health, (work that requires or involves extensive experience, knowledge and skills in safety principles, practices and methods) throughout the State; assist the District Manager and Regional Manager in developing procedures and guidelines for conducting audits, inspections, and accident investigations; leads, plans, organizes, reviews and directs the work of teams assigned to perform inspections (e.g. Heat, Fatal accidents, complaints, etc.), and special assignments (e.g. Enforcement Task Force projects; Special Emphasis Projects); evaluates work performance of safety engineers and prepares written training development plans to help improve staff performance for management; conducts committee meetings to revise or propose new safety orders within the Cal/OSHA program; perform in-service and on-the-job training of staff, and works in an assigned district office and travels throughout the state as required.

The Senior Safety Engineer develops programs for promotion of safety concepts; consults with labor, management and public groups on the more complex and sensitive safety engineering problems/hazards; assist the Regional Manager with the implementation and maintenance of health and safety programs including but not limited to, Injury and Illness Prevention Program (IIPP), Heat Prevention Program, Respiratory Protection Program, Medical Surveillance Program, etc.; assist the District Manager with planning, tracking and reviewing workload; and provides technical advice to the Regional Manager, District Manager and compliance staff. In the absence of the District Manager, the Senior Safety Engineer may be required to assume some of the District Manager responsibilities. Senior Safety Engineers are to perform all work in accordance with DIR-DOSH policies, DOSH Compliance Policy and Procedure Manual, Directives, and Memorandums.

Working Conditions

This job is located at:
Division of Occupational Safety and Health Enforcement Branch – Fresno Regional Office

2550 Mariposa Street, Rm. 4000, Fresno, CA. 93721.

Some of this work will be in an office environment and at other times the work will be at a field site that has the potential for exposures to safety and hazardous substances, and may involve, including but not limited to:

Working outdoors 8 hours or more per day in a wide range of weather conditions (e.g. rain, strong winds, heat, and cold); Sitting at a desk, in a chair, and in front of a computer screen, for an extended periods of time; Moving/walking and standing for extended periods of time, including but not limited to, on slopes, uneven, rough, wet, and/or slippery surfaces/terrain; Using a multi-line telephone console or a cordless telephone with headset; Bending, squatting, crouching, kneeling, stooping and twisting; Perform repetitive hand motion, simple grasping, fine finger manipulation, pushing and pulling with right and left hands; Reaching (above and below shoulder level); move and transport up to 50 pounds of equipment or work related materials; Climbing up and down/balancing stairs, ladders, stoops, slopes; Dressing appropriately for working in the field, including proper use of personal protective equipment (safety boots, protective suits, hearing protection, respiratory protection, safety eyewear, hard hat, cooling vests, gloves, etc.); Traveling via private, State vehicle, or public transportation (i.e. automobile, airplane, etc.) including overnight travel inside California may be required; have functional vision.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


A commitment to safe workplaces and to public service. Certification as a Safety Professional. Proficient knowledge of Microsoft Outlook, Excel, Word, Adobe Acrobat, and Power Point; purpose and function of the various components of the Cal/OSHA program; purpose, organization and activities of the OSH Standards Board and Cal/OSHA Consultation Service; principles of effective training; principles, practices, and methods of construction, electrical, and industrial engineering, including those specifically applicable to safety engineering; equipment, machinery, safety devices, and operations used in various construction, electrical, and industrial work places; occupational safety and health hazards associated with construction, electrical, and industrial disciplines; California Code of Regulations Title 8 Safety Laws, covering constructions, electrical, and industrial safety; applicable provisions of the California Labor Codes related to construction, electrical, and industrial safety; methods and techniques used in safety inspections, accident investigation/inspections, accident prevention, consultation, training, and technical, and technical report writing associated with the constructions, electrical, and industrial disciplines; methods and practices used in eliminating hazards or abating safety hazards associated with the construction, electrical, and industrial disciplines; methods of developing and presenting evidence in administrative and formal legal hearing; Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; keenness of observation, tact, maturity and diplomacy when used to analyze situations, make recommendations and decisions; effectively communicate during inspections, investigations, meetings, trainings, hearings, and when representing the Division, both orally and in writing; reason logically and analyze information in order to reach accurate and defensible conclusions, and clearly communicate those conclusions; effective time management and organizational skills in order to prioritize and complete work assignments in a timely manner; excellent writing, note-taking and computer skills; establish professional cooperative relationships with staff and stakeholders at all levels as appropriate thus demonstrating effective interpersonal skills; assess one’s own strengths and weaknesses and pursue self-development thus demonstrating continual learning; consult on complex and sensitive safety engineering problems with labor, management and public groups; function well in a high pressure multi-tasking environment; independently conduct on-site inspections at the full journey level in a variety of work places without endangering oneself and others; evaluate and develop alternatives to resolve occupational safety hazards; gather and effectively analyze information; prepare technical reports and correspondence; excellent analytical and problem solving skills; possession of a valid California Driver's License and car insurance.
