About this Role:
Under direction from a Staff Services Manager II, the Health Program Specialist II (HPS II) is the lead responsible for developing and implementing the oversight and monitoring framework for initiatives related to the Behavioral Health Services Act (BHSA) and Behavioral Health Transformation (BHT). This is a highly skilled program consultant in the area of internal policy and process development and interpretation related to BHSA and compliance monitoring.
The HPS II serves as the Subject Matter Expert (SME) for all aspects of BH oversight and monitoring lead by the BH Compliance and Monitoring Branch (BHCMB) including but not limited to monitoring of the county Behavioral Health Delivery Systems (BHDS) BHSA program performance and phasing in alignment of compliance monitoring for BHSA, Medi-Cal and other BH programs. The HPS II leads internal BH work groups and committees to coordinate enforcement activities across multiple divisions. The incumbent will be responsible for developing and/or revising regulations, policies, and procedures and for developing and maintaining program guidelines. The HPS II also serves as a liaison with various stakeholder, regulatory, and oversight entities.
The HPS II performs functions that are sensitive and critical to the Department's basic mission, with responsibility to coordinate the development policy that has multi-division, immediate, and long-range impacts. This HPS II position exercises a large degree of independence in serving as the SME in the efforts to achieve successful monitoring of BHSA and other BH programs. The HPS II will represent DHCS in a professional and service-oriented manner.
Travel statewide, including overnight, of up to 5% of the time, by airplane, train, automobile, and other transportation methods may be required to perform job related tasks. Travel related duties are dependent upon workload and operational need.

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 1, 2025, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.

Travel required 5% of the time.

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
