The Senior Structural Engineer will perform, but not limited to, preliminary, triage, normal, expedite, and over-the-counter reviews of submittal documents pertaining to the more difficult types of structural engineering work in the design and construction of healthcare facilities as required to ensure compliance with Title 24, California Code of Regulations (CCRs) (including all referenced codes and standards there within), the Office’s Policy Intent Notices, Code Application Notices and other applicable codes, guidelines and policies, and other reference materials. Conducts field observations as directed. Maintains current certification with appropriate licensing board.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. HCAI’s Los Angeles Office is in a state-of-the-art facility within the Wells Fargo Center in the Bunker Hill area of downtown Los Angeles. There is direct access to all major freeways, public transportation and shuttle service to nearby parking destinations. The building offers several amenities such as valet parking, electric vehicle charging stations, banking center, newsstand, car wash, shoeshine, dry cleaners and concierge services. The building is adjacent to restaurants, hotels, shopping, entertainment and cultural venues.

HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. Telework schedules are only available for CA residents. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Special Requirements

This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information. Pursuant to Government Code section 81008, Form 700 Statement of Economic Interests is public record and will be made available for public inspection.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience within the last 5 years with California Building Standards Codes, Title 24 Building Codes and Regulations, and other California business practices, policies and interpretations for health facilities, hospitals.
  • Knowledge and experience with concrete, steel, masonry and wood construction materials, and methods of construction in hospital design.
  • Structural engineering experience within the last 5 years in hospital design and construction in California.
  • Experience in evaluation and retrofitting of existing structures.
  • Maintain a current, comprehensive working knowledge of State business practices, codes, regulations, policies, interpretations, materials and methods of construction applicable to specific areas of enforcement.
  • Ability to apply technical skills to evaluate and formulate practical solutions in resolving structural engineering plan and field review issues.
  • Experience performing technical evaluation of construction documents and inspecting or reviewing quality of structural engineering work in office and/or field.
  • Ability to handle code enforcement issues with architects, engineers, and health care facility owners.
  • Experience performing structural engineering plan review and/or construction observation.
  • Experience working and resolving issues with a multi-disciplinary team, clients, contractors and other technical and professional staff.
  • Demonstrate a commitment to performing duties in a service-oriented manner.
  • Communicate well with others and handle sensitive issues with tact and diplomacy.
  • Good writing and oral communication skills, and excellent interpersonal skills.
  • Ability to handle stressful or sensitive issues with tact and diplomacy.
  • Role and participation in the last 5 years in professional structural engineer organizations, technical committees, and continuing education seminars.

HCAI accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing.
