Job Description and Duties

The Research Data Supervisor II (RDS II) manages high-level staff working on a broad range of research projects related to Department of Developmental Services (Department) programs. The position supports and advises the Chiefs of the Program Monitoring, Evaluation and Analytics Section and the Research and Data Analytics Branch on complex and sensitive subjects – both regularly scheduled reporting and time-sensitive ad hoc analyses. Under general direction of the Section Chief, the incumbent plans, organizes, and directs the activities of the Program Evaluation and Research Unit, including developing effective research studies and data products, and presenting recommendations, findings, and reports to internal stakeholders.

The RDS II works closely with the Section and Branch Chiefs to prioritize and carry out research projects; support analysts regarding the resources needed to conduct program evaluation activities; present the deliverables to other departmental units, executive staff, and community stakeholders. As a working supervisor, the RDS II provides leadership, guidance, and direction to team members and participates in operational activities to achieve unit goals and objectives.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California. All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

The salary ranges listed do not include the 3% General Salary Increase effective July 1, 2025.

Onsite work is performed in an open-spaced, partitioned office environment. The office is located in a multi-story building in downtown Sacramento. Work requires the use of a personal computer 65-85% of time. Occasional daytime and overnight statewide travel may be required.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

  1. Specify the number of years of experience you have on SQL and Python. Then describe the most advanced project where you used SQL and/or Python. What challenges did you face, and how did you overcome them?
  2. Describe your experience automating the report processes with Python and SQL. What additional tools or technologies did you leverage, if any?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Expertise in advanced SQL and Python, with demonstrated problem-solving and analytical skills; Understanding of relational database concepts and data warehouse principles; Strong ability to communicate clearly and transparently with both technical and non-technical audiences; Flexibility and adaptability to thrive in dynamic environments and navigate change and uncertainty effectively; Ability to think strategically and anticipate future challenges and opportunities, with strong decision-making skills; Familiarity with data visualization tools such as Power BI.
