Job Description and Duties

The CDSS Non-IT Goods and CAL-Card Section provides Non-IT procurement assistance to a large Department with many statewide programs. This position supports CDSS in Non-IT procurement and CAL-Card activities.

Under the direction from the Supervisor I, the Analyst II is the journey level and subject matter expert in the area of purchasing non-IT goods. The Analyst II independently performs the most complex, technical and analytical work for the Purchasing and CAL-Card section. The Analyst II conducts research, writes and presents special reports, leads and participates in special projects, acts as a mentor to new staff, and provides customer service to CDSS programs and outside vendors. Under the supervision of the Supervisor I, the Analyst I is an entry-level analyst in the area of purchasing non-IT goods. The Analyst I performs entry-level technical and analytical work for the Purchasing and CAL-Card section. The Analyst I conducts research, writes and presents special reports, and participates in special projects, and acts as support for senior staff, and provides customer service to CDSS programs and outside vendors. This is a hybrid office / telework position. Currently, we are in the office two days a week and telework three days a week. During your initial probation period you may be asked to come into the office additional days for training and developmental purposes.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. The successful candidate must reside in California upon appointment.

Please note: Regular commute is not compensable.

The Statement of Qualifications (SOQ) is a written narrative, which demonstrates your skills, experience, and training as they relate to the job duty statement and your ability to perform the duties of a Analyst I/II, as described in the Duty Statement. This also serves as documentation of your ability to present information clearly and concisely in writing. Please submit a Statement of Qualifications (SOQ) with your STD. 678. The SOQ must address the questions below, in order. Please format on 8.5" x 11", 12-point, Clearly label the SOQ with your name and re-state each question preceding each response. 1. Procurement often involves balancing the needs of customers with rules, policies, and regulations. Please give an example of when you had to explain requirements or processes to a customer who was frustrated or unfamiliar with them. How did you handle the situation?

2. Describe your experience working in situations where there are multiple competing demands for your time on complex projects or sensitive issues that require resolution within limited time-frames.

3. Please explain what interests you about this position and how you feel you are qualified.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Special Personal Characteristics: Demonstrated ability to act independently, be organized, open-minded, innovative, collaborative, flexible/adaptable, and tactful. Ability to solve problems by doing research and reading and citing the California State Contracting Manual (SCM). Experienced in the use of common office software such as Microsoft Excel, Word, and PowerPoint computing functions. Effective writing and communication skills as well as presentation skills.
