Job Description and Duties

Under general direction of the Construction Office Chief, incumbent serves as a Construction Engineer; and/or as a Resident Engineer on a complex project (or group of projects) requiring a large staff to monitor the contractor's operations. Directing the processing of payment to contractors and change orders; responsible for planning, organizing, and directing the difficult engineering and administrative tasks of the District Construction Field Office. Directing the processing of Construction Contract Claims. Possession of a valid certificate of registration as an Engineer issued by the California State Board of Registration for Professional Engineers is required.

Working Conditions

Position located at 8115 Prunedale North Road, Prunedale, Monterey County.

Multiple positions may be filled from this recruitment.

The incumbent will be exposed to computers, various lighting conditions - including but not limited to artificial lighting in a standard work cubicle, and may be required to stand or sit for prolonged periods. Must be able to work at a keyboard and focus on complex tasks for long periods of time. While in the field, the incumbent may be exposed to a variety of hazardous and/or unpleasant field conditions, including wet, rainy, cold or hot weather. Hard hat, safety vest or approved safety shirt, and eye protection must be worn at all times in the field. Occasional travel and overnight stays may be required. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

• This position requires a valid Professional Engineer (PE) License issued by the California Board of Registration for Professional Engineers for appointment.

• Possession of a valid driver’s license is required when operating a state owned or leased vehicle. Occasional travel may be required.

• Statement of Qualification (SOQ) is required.

The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Resumes and cover letters will not take the place of the SOQ. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.

The SOQ is a discussion of how an applicant's education and experience meet the evaluation criteria below and qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. You must include specific examples addressing each of the evaluation criteria listed below. Each evaluation criteria must be addressed separately and in order.

Evaluation Criteria:

• Ability to communicate effectively, both orally and in writing (including presentations) and competently represent the Department to management, local agencies, and the public.
• Knowledge and experience tracking and monitoring cost, scope and schedule of projects and operating budgets and identification and resolution of issues impacting them.
• Knowledge and experience of project delivery and experience in highway construction and design.
• Experience and ability to independently lead teams.
• Experience managing complex projects and ability to anticipate situations and the implications and consequences of decisions and take appropriate action to be prepare contingencies.
• Experience and ability to develop, maintain and strengthen partnerships with others inside or outside of the organization through communication and collaboration.
