Under the general direction of the Program Manager III, the Program Manager II(PM II) is responsible for the management and supervision of resources and the implementation of work program objectives assigned to the Closeout and Debris Division. Primary responsibilities relate to providing management, coordination, and technical and administrative support to Federal and State Public Assistance programs and statewide disaster debris removal activities during normal and disaster recovery operations.

The PM II is responsible for the management of division staff responsible for various components of watershed mitigation and disaster debris removal programs, organization of resources, and the implementation of objectives assigned to the Division. This position requires that the incumbent have a broad working knowledge of state and federal authorizing legislation, including, but not limited to: California Emergency Services Act, California Disaster Assistance Act, Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (1988), Disaster Mitigation Act (2000), and others. The incumbent must possess a general understanding and/or experience related to engineering, architectural and geological techniques used in a wide variety of public infrastructure construction projects, principles and strategies of coordination of local, state and federal disaster assistance and recovery operations, Local Assistance Centers, Joint Field Offices, outreach efforts, and other required activities.

The Program Manager II must also have a working knowledge of federal and/or state regulatory requirements related to the implementation of the California Disaster Recovery Framework, including serving as the agency point of contact for specific recovery support function(s) when deemed necessary.

The incumbent must maintain a high-level of professionalism and be able to collaborate and effectively communicate with individuals from the general public, legislative members and staff, private sector, and various staff within State and Federal government.

The Program Manager II must be able to make decisions on behalf of the Recovery Infrastructure Branch Chief when applicable, establish priorities and accurately assess problems and possible resolutions. The incumbent must be able to learn quickly, possess excellent organizational and communication skills, and display a high degree of diplomacy and tact. The incumbent will continuously evaluate the Division’s capabilities, develop and implement plans to improve efficiencies to reach Recovery goals, as well as to ensure consistency with the department’s strategic direction in program and operational plans.

Working Conditions

This position is located in the Watershed and Debris Division in Mather, CA.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI) : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in obtaining buy-in and providing leadership to a large group of multi-disciplinary team members that do not report directly to the incumbent.
  • Experience in leading large-scale emergency response and/or recovery operations related to disaster debris removal and post-fire watershed protection.
  • Demonstrated ability to innovate and evolve mission performance in a learning organization; experience with change management; ability to lead through changes and transitions.
  • Ability to manage complex and sensitive management issues, recommend, and implement solutions; ability to multitask and manage multiple projects with various deadlines.
  • Ability to exercise discretion and diplomacy in stakeholder interactions.
  • Knowledge of State of California and federal emergency management response and recovery processes.
  • Ability to work remotely, with sparse or changing communications, in a dynamic environment.
