Project Manager, Local Government Programs

Clean Power Alliance (CPA) is Southern California’s locally operated not-for-profit default electricity provider for 38 communities within Los Angeles and Ventura counties and the 4th largest electricity provider in the State of California. We provide clean renewable energy at competitive rates to over three million residents and businesses through approximately one million customer accounts.
What You’ll Do
CPA is seeking a detail-oriented and highly motivated professional with experience in community-led and local government decarbonization efforts to join our team as the Project Manager, Local Government Programs. This role will manage and coordinate initiatives that support local government sustainability efforts, including innovative programs designed to accelerate electrification and clean energy adoption.
The Project Manager will oversee key aspects of program implementation, including coordinating program enrollment, monitoring project progress, and managing stakeholder communications related to the Energized Communities program, focusing on the Electric Fleet and Innovation Fund initiatives. In this role, you will evaluate program performance, identify operational improvements, and collaborate with internal teams and external partners to ensure successful program delivery and alignment with CPA’s strategic goals.
Who You’ll Work With
The Project Manager, Local Government Programs reports to the Senior Program Manager, Local Government Programs within the Customer Programs team. In this role, you will collaborate cross-functionally with teams including but not limited to Customer Programs, Customer Care, Regulatory Affairs, Government Affairs, Strategic Accounts, Load Forecasting, and Communications and Marketing to support program implementation and advance CPA’s clean energy initiatives.

Requirements
- Proficient with Microsoft Office Suite and data visualization tools, or related software.
- Ability to act with integrity, professionalism, and confidentiality.
- Ability to fully own tasks and processes with minimal oversight.
- Ability to handle multiple priorities to meet deadlines and escalate key issues.
- Excellent verbal and written communication skills. Comfortable presenting to senior leaders/officials and in public settings.
- Excellent organizational, scheduling, time management skills and attention to detail.
- Experience with using data visualization tools and software (i.e., Tableau, Power BI) preferred.
Duties and Responsibilities
- Project Management: Lead the administration of local government program enrollment processes, oversee project invoicing and tracking of deliverables, and coordinate project reporting for CPA’s member agency participants. Manage program tracking systems and reporting related to performance metrics, budgets, contractor scopes of work, and deliverables to ensure compliance and timely achievement of program goals. Develop and refine operational processes, evaluate stakeholder and customer feedback, and implement improvements to enhance program performance and efficiency.
- Stakeholder Engagement: Manage relationships with customers, member agencies, vendors, and key stakeholders to support successful program implementation. Coordinate program activities across internal teams and external partners, facilitating communication and resolving operational issues as they arise. Prepare and present program updates, budget summaries, and program design recommendations to internal leadership and partners.
- Subject Matter Expertise: Track industry best practices and emerging market trends to inform the development and implementation of Energized Communities programs, including Innovation Fund initiatives. Identify opportunities to enhance program offerings and contribute to program planning by developing project plans, timelines, and implementation strategies for new and ongoing initiatives.
- Strategic Analysis: Oversee the tracking and evaluation of program performance metrics. Develop and maintain reports, dashboards, and analyses that provide operational insights and recommendations to support program improvements. Analyze program outcomes and operational data to inform program improvements and support decision-making related to implementation activities and program effectiveness.
- Data Analytics: Manage the collection, analysis, and communication of project data to support program oversight and strategic planning. Collaborate with internal teams and external partners to develop data collection approaches and reporting frameworks that support program management, including Board and Committee reporting, internal program updates, and decision making.
- Marketing and Customer Acquisition: Collaborate with marketing and community outreach teams to develop and implement strategies that support customer recruitment and participation in CPA programs. Contribute to the development of outreach materials and messaging targeted to key audiences to increase program awareness and participation.

Qualifications
- Candidates must have a bachelor’s degree and a minimum of 3 years experience working in local government, sustainability, clean energy, energy management, customer programs, or electrification.
- Degree in environmental studies or sustainability, energy, public policy, business, or engineering preferred.
- Previous experience implementing community-led and/or local government energy or sustainability efforts preferred.
- Experience working on programs and initiatives with local governments to advance electrification, clean energy, and/or resilience projects preferred.
- Familiarity with the applicable decarbonization technologies including but not limited to: heat pumps for building electrification, EV charging infrastructure, energy management systems, and behind the meter solar and batteries to support resilience preferred.
- Specific experience in utility project implementation, knowledge of resiliency and grid management, building and transportation electrification, and/or local procurement preferred.
Work Location
This position is eligible for either Hybrid or Remote options. The Hybrid option requires attendance in our Downtown Los Angeles office on a full-time basis 2- 3 days per week on days determined by CPA, with work location on the remaining days either in office or remote. This includes a transportation allowance. The Remote option requires you to be available to attend full-time in office days and/or field events within Los Angeles and Ventura Counties in accordance with the needs of the company that may start as early as 8:30am at least 2 days per week. The Remote & Hybrid options require full-time in-person attendance at organization or team-wide events 3 times per year for 3-5 days per event. All staff are required to work during CPA’s office hours Monday-Friday 8:30am-5:30pm PST.
Benefits
The salary range for this position is $104,355.24-$156,532.35, with exact compensation to be determined by Clean Power Alliance, dependent on experience. Benefits include health care, a 401(k)-like match program, paid vacation, and sick leave. This is not a civil service position; however, all CPA employees are required to submit a Statement of Economic Interests form, also known as the Form 700.
