Job Description and Duties

Revolutionize transportation and become an Air Pollution Specialist with the flagship greenhouse gas reduction program of the California Air Resources Board — the Low Carbon Fuel Standard (LCFS).

The Alternative Fuels Section is seeking a highly motivated Air Pollution Specialist (APS) to work as part of a team involved in policy and technical areas of the program including: leading regulatory changes, analyzing alternative fuel trends, designing provisions to better promote alternative fuels and zero emission vehicle (ZEV) deployment, investigating the economics of alternative fuel production technologies, developing policy to address inequity, assessing the supply and demand of the LCFS credit market, and monitoring the LCFS credit market to deter and detect manipulation.

The section also provides assistance to the other sections in the Transportation Fuels Branch (TFB) and works with the Branch Chief in all matters related to the implementation of the Low Carbon Fuel Standard Regulation. Staff also interact with other state, federal and international agencies to facilitate the development of comparable programs in other jurisdictions. Stakeholders that the section often works with include alternative fuel producers, fossil fuel producers, ZEV infrastructure developers, academic institutions, agricultural experts, economists, project proponents, consultants, and other governmental agencies.The Alternative Fuels Section (AFS) manager is responsible for implementing various aspects of California's Low Carbon Fuels (LCFS) program to promote alternative fuel deployment.

Under the direction of the Air Resources Supervisor I, the APS:

• Applies scientific principles and research methods to analyze fundamentals of fuel supply and demand in California,
• Analyzes the role of transportation fuels-related policies in the context of California’s long-term climate goals,
• Investigate economics of various alternative fuel production technologies and emission reduction technologies, and
• Conduct economic and environmental assessment of fuels-related policies.
• Analyzes the supply and demand fundamentals of the LCFS credit market,
• Supports monitoring of the LCFS credit market to deter and detect manipulation and
• Produces briefings, white papers, and other documentation for use in the LCFS program.

The position is part of a team responsible for implementing the LCFS, developing innovative new fuels regulations to reduce criteria and greenhouse gas emissions, and providing scientific support on fuels and alternative fuels. The position requires close interaction and teamwork with a variety of internal and external stakeholders, including other California Air Resources Board (CARB) divisions, government agencies, policymakers, industry, environmental organizations, and the public to support CARB’s clean air goals. The APS may also represent the agency in various joint operations, speak before groups, answer inquiries, and prepare reports and correspondence.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board’s (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
