IT Project Manager
Job Description and Duties
Under the general direction of the Information Technology Division LOIS Section Chief, the Information Technology Specialist II (ITS II) is responsible for project management activities, and the state’s Project Approval Lifecycle (PAL) and/or Product Delivery Lifecycle (PDL) functions. The incumbent independently performs the most complex business process analysis and problem-solving. Tasks assigned to this level require an in-depth and broader understanding of problem identification, analysis, and resolution. The ITS II primarily serves as a project manager subject matter expert and will lead the most complex IT projects and maintain a high level of knowledge and expertise on the System Development Lifecycle (SDLC) and project management processes/best practices. The incumbent is also responsible for developing, implementing, reviewing, maintaining, and improving project management policies, processes, and procedures. The ITS II thrives in a fast-paced, dynamic environment with fluid priorities and communicates appropriately to technical staff, program staff, executive leadership, advisory agencies, and control agencies.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
Special Requirements
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

Provide specific examples of your responsibilities and the outcomes.If you are using list eligibility from an on-line exam to qualify for this position, you MUST include with your application any documentation (i.e., copy of transcript, degree, license, etc.) to verify meeting the MQ’s or you may not be considered for the position.
The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Principles and practices of supportive staff services; Department goals and policies. Principles and practices of business analysis. California’s Statewide Information Management Manual (SIMM) and Project Approval Lifecycle (PAL). Familiarity with developing requirements for and implementing Case Management Systems. Knowledge of and experience working with Center for Medicare and Medicaid Services (CMS). California Project Management Framework (CA-PMF). Project Management Professional (PMP) Certification. Certified Scrum Master (CSM).
Ability to: Work in a matrixed team environment inclusive of technical staff, program staff, and vendors; Develop and maintain cooperative and harmonious relationships with regional centers, other state departments, and the public; Analyze situations accurately and take effective action; Reason logically; Analyze data and present ideas and information effectively; Communicate effectively; Utilize critical-thinking and problem-solving skills with the ability to recommend practical mitigation strategies; Use strong documentation, facilitation, and organizational skills; Work across diverse teams of technical, business and executive staff; and manage organizational and technological change.
