This position offers a leadership role in shaping distribution planning, energy storage policy, and procurement strategies, all of which are key to California's transition to a clean energy future, focused on high electrification and optimal integration of DERs and storage resources.

Under the general direction of the Project and Program Supervisor, the Energy Storage & Grid Planning Analyst will advise and assist high-level decision-makers, including Commissioners, Judges, and Energy Division management. The analyst may serve as a team leader and project coordinator on energy storage policy, procurement, and markets, while also supporting distribution resource planning and DER procurement efforts. The analyst will conduct original research, produce staff proposals, and make policy recommendations based on independent analysis of regulatory, market, policy, and technical issues.

Additionally, the analyst will develop recommendations for the CPUC’s policy-setting rulemakings, review and provide feedback on proposed legislation, manage technical contractors, and oversee the implementation of programs resulting from CPUC and legislative processes. The role will involve both team collaboration and individual leadership responsibilities.

Please note: this is a limited-term position that may be extended to 24-months and may become permanent based upon funding.

This position requires travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

  1. Describe your experience researching and analyzing complex energy policy issues, including technical, economic, and financial aspects, and how you synthesize complex information to evaluate policy effectiveness and inform decisions.
  2. Describe your experience communicating complex findings to decision-makers, stakeholders, or the public through written reports, white papers, and presentations, and how you ensure your communication is clear, persuasive, and tailored to your audience.
  3. Describe your experience managing complex technical projects, including coordinating teams, meeting deadlines, and delivering high-quality work products, and how you ensure timely production of deliverables while maintaining project goals and standards.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge or experience in electric generation, distribution, transmission, and communication systems and their maintenance, operations, and related safety and reliability issues.
  • Knowledge of emerging technologies related to electric generation, transmission, and distribution systems, such as renewable energy, distributed energy resources, energy storage, electric vehicles, flexible load management, grid modernization, dynamic rates, and microgrids.
  • Understanding of the California electric grid, electric market design, and utility rates, tariffs, and rate making regulations. Understanding of the California energy regulatory and policy environment.
