HR Consultant
Job Description and Duties
Under the general direction of the HR Consulting Manager (Supervisor I), the Human Resources Consultant (HR Consultant) serves as a subject matter expert in classification and selection services within the California Department of Technology (CDT). The incumbent independently performs complex analytical and consultative personnel management functions, including classification analysis, position allocation, recruitment support, salary determinations, and hiring process oversight. The HR Consultant ensures all personnel actions comply with State Personnel Board (SPB) and California Department of Human Resources (CalHR) laws, rules, policies, and merit-based employment principles
Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave. Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary wage reductions in exchange for Personal Leave Program (PLP) accruals. The specific rate and hours earned were negotiated and agreed upon by each bargaining unit. Working Conditions
CA Residency:
Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.
- Must be proficient in Word and familiar with Excel and Visio software.
- Must be able to manage multiple priorities in a fast-paced work environment.
- Travel by car may be required to attend meetings, trainings, and/or visit other office locations.
- Occasional overtime may be required.

If such misrepresentation is discovered after appointment, it may constitute dishonesty and could result in adverse action, up to and including dismissal from State service
- Describe your professional experience in human resources and explain how it has prepared you to succeed in this position.
- Describe a complex personnel project or assignment in which you were responsible for analyzing information, consulting with stakeholders, ensuring compliance with applicable policies or procedures, and managing competing priorities.

The Analyst II will ideally have HR experience and demonstrate familiarity with laws and regulations related to classification and compensation.
