Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Specialist II to join the Water Boards Information Security Office.

Duties: Under the general direction of the Information Technology Manager I (ITM I) of the Information Security Office (ISO) and consistent with good customer service practice and the goals of the State and Regional Board’s Strategic Plan, the incumbent is required to be courteous, communicate effectively and professionally (verbally and in writing) with team members and customers, follow through on commitments, provide timely responses and consider internal and external customer input when completing work assignments.

The ITS II is a technical subject matter expert and security authority for security controls and tools, security plans, security policies and procedures, risk assessments, and incident response for the California State Water Resource Control Board (SWRCB). The incumbent is involved in ensuring the organization’s compliance and observance of state and federal privacy and security regulations, standards, and best practices to secure information assets, remediate vulnerabilities, and promote a secure computing environment that provides consistent availability, confidentiality, and integrity of the SWRCB systems and information.

The incumbent may perform tasks in the Information Security Compliance, Information Technology Project Management, Software Engineering, and System Engineering domains.

Desirable Qualifications

  • Substantial working experience developing and maintaining information security policies and procedures.
  • Experience participating in security assessments and audits.
  • Experience writing information security documents like System Security Plans, Business Impact Analysis, or Information Security Plans.
  • Experience with security monitoring.
  • Experience with data classification and system categorization.
  • Admin experience with security training platforms.
  • Experience facilitating meetings.
  • Experience with State (e.g., State Administrative Manual) or other industry standard administrative manuals.
  • Knowledge and understanding of National Institute of Standards and Technology (NIST) 800 series and NIST Cybersecurity Framework (CSF).
  • Familiarity with incident response procedures and documentation.
  • Hold current information security-related certification such as

CompTIA Security+
CompTIA Advanced Security Practitioner (CSAP+)
ISC2 Certified Information Systems Security Professional (CISSP)
ISACA Certified Information Systems Auditor (CISA)
ISACA Certified Information Security Manager (CISM)

  • Excellent interpersonal, verbal, written, and technical documentation skills.
  • Ability to work independently.
  • Ability to meet tight deadlines with changing priorities.
