The California Department of Insurance (CDI) is seeking a dynamic Application Solutions Architect with experience; designing, developing, and maintaining scalable, user-centric solutions using Microsoft PowerApps; customizing and extending Microsoft Dynamics 365; and applying secure development practices following solution achitecture pinciples within a governed enviornment.

Under the general direction of the IT Manager I (ADAM), Microsoft Platform Development Section, the Information Technology Specialist II (ITS II) serves as the architectural and technical lead for Rate Regulation Branch (RRB) systems, designing and developing complex, mission-critical applications. The incumbent provides technical expertise and recommendations on strategies, policies, and standards, mentors developers, and collaborates with staff to implement systems supporting RRB operations, including data governance, modeling, and risk analysis. Using Microsoft Power Platform (PowerApps, Power Automate, plugins, workflows), Snowflake, and analytics tools, the ITS II builds secure, scalable solutions and integrates Snowflake with Power Platform via connectors, workflows, and APIs to enable data-driven decision-making. Working with actuaries and subject matter experts, the incumbent establishes technical standards and oversees future state solutions aligned with business objectives across software engineering, systems engineering, and project management domains.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions
- The incumbent must be able to work in a high-rise building.
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed; other authorized transit subsidies do exist for those who qualify.
- Ability to transport documents and/or equipment up to 15-20 lbs., i.e., laptop computers, files, reference manuals, solicitation documents, etc.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
TECHNICAL SKILLS
- Power Apps (Canvas & Model-Driven Apps) Development – advanced experience building complex, responsive business applications.
- Power Automate (Flow) Design – ability to create automated workflows, approvals, and integrations.
- Power Fx & Formula Writing – deep knowledge of Power Apps formulas, logic, component creation, and performance tuning.
- JavaScript & TypeScript (PCF Controls) – creating and extending Power Apps Component Framework components.
- Custom Connectors Development – building and securing connectors for external APIs.
- Dataverse Expertise – designing tables, relationships, business rules, and security models.
- Experience using analytics and reporting tools, such as Power BI or similar platforms, to design, develop, and maintain enterprise reporting solutions.
- Solution Architecture & ALM – using solutions, environment strategies, pipelines, GitHub/Azure DevOps for CI/CD.
- SharePoint Integration – building apps that read/write data to SharePoint lists and libraries.
- Azure Integration – using Azure Functions, Logic Apps, API Management, Service Bus, or Azure AD.
INTERPERSONAL SKILLS
- A demonstrated interest in assuming increasing responsibility, utilizing sound judgment and discretion with minimal supervision.
- Efficiency and accuracy in completing work with a demonstrated ability to organize and prioritize work in a face-paced environment.
- Strong communication skills, both oral and written. Ability to communicate well with both technical and business audiences.

- Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
