Job Description and Duties

Under the general direction of the Deputy Director in the Government Affairs Division (Division) within the Department of Cannabis Control (Department), the Supervisor II manages the Department’s legislative and intergovernmental affairs program and supervises Division staff responsible for state and federal legislative engagement. The incumbent directs the Department’s legislative portfolio, provides strategic policy advice to executive leadership, and ensures timely, accurate, and high-quality legislative analysis and representation.

The position exercises substantial independent judgment in politically sensitive and complex matters. It supports the department’s vision of a safe, sustainable and equitable cannabis market that serves as an example for the world by identifying and supporting opportunities to advance and improve public policy.

Special Requirements

Conflict of Interest (COI) - This position is subject to COI Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal candidate will possess substantial experience developing and advancing public policy and legislation in a complex governmental environment. Demonstrated experience advising executive leadership — including a Department Director, Agency leadership, the Legislature, and the Governor’s Office — on high-profile or politically sensitive matters is strongly preferred. The candidate should have experience formally presenting policy positions and strategic recommendations to executive decision-makers and representing an organization in legislative or intergovernmental settings.

Experience supervising and/or mentoring professional staff engaged in legislative work is highly desirable. The successful candidate will demonstrate strong written and verbal communication skills, including the ability to produce and edit complex policy documents, synthesize technical information for executive audiences, and ensure clarity, accuracy, and strategic alignment in staff work products.
