Job Description and Duties

Under the general supervision of the Accounting Administrator II, Accounts Payable Section Chief, the Accounting Administrator I (Supervisor) oversees the operations and accounting activities of the Travel and Office Revolving Fund (ORF) Team. Responsibilities include planning, directing and supervising staff in the Travel/ORF Unit which is responsible for Travel Expense Claims (TECs) and ORF transactions; developing and implementing accounting procedures in line with control agency requirements; providing technical guidance to departmental staff; overseeing training on proper travel reimbursement documentation; resolving complex TEC issues; responding to audit reports; analyzing legislation and system changes for fiscal impact; and managing ORF reconciliation and resolution of discrepancies.

The position is headquartered in the Natural Resources Building located in downtown Sacramento. The office is right next to Light Rail for an easy commute and features ergonomic furniture, panoramic downtown views, a free employee gym, a cafeteria and bodega, and adjacent childcare.

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

Working Conditions

Ability to use a computer keyboard several hours a day. Daily use of a personal computer, office equipment, and/or telephone. Standard office environment. Involves sitting most of the time but may involve walking or standing for brief periods. Work with staff statewide to complete work assignments. Required to attend offsite meetings using private or public transportation, or other means of transportation such as walking between locations. Overtime required and limited time-off during the year-end Financial Statement period. This position offers the possibility of a hybrid telework schedule depending on operational needs.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in accounting, budgeting, data analysis, reconciling, and financial reporting.
  • Strong collaboration and clear communication abilities across internal teams and external control agencies and auditors.
  • Strong knowledge of governmental accounting standards, including Generally Accepted Accounting Procedures (GAAP), State Administrative Manual (SAM), Uniform Code Manual (UCM), and Government Code.
  • Proficiency in using financial or accounting systems, such as FI$Cal or similar platforms.
  • Skills in Microsoft Office (Outlook, Excel, Word, Teams, Power BI, etc.) including financial data analysis and drawing conclusions.
  • Extensive experience in planning, organizing, overseeing and managing accurate and timely month-end and year-end closing financial activities. Ability to work under pressure and tight deadlines.
  • Strong attention to detail and analytical skills with the ability to identify trends, variances, and problem areas in accounting and financial operations.
  • Experienced in preparing and reviewing year-end financial data, worksheets, statements and related reports.
