The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Staff Development Specialist vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Staff Development Specialist.
Essential Job Functions
Conducts research and analysis of training needs and makes recommendations to management concerning the need for new training programs and for revisions in existing training programs to increase their effectiveness.
Plans, develops and implements employee orientation and training programs based on identified training needs and on input provided by management and supervisory staff.
Schedules and conducts classroom training sessions; prepares training manuals and other training aids for trainers from within or outside the Department.
Participates in the delivery of training programs; conducts classroom instruction in orientation, induction, and in-service training.
Identifies, organizes and sequences subject matter to be taught in training programs to assure maximum effectiveness.
Works with management and supervisory personnel in interpreting subject matter so that they may participate in classroom instruction, and provides the necessary follow-up training upon the conclusion of formal training sessions.
Participates in developing evaluation studies and measurement tools to aid in assessing the effectiveness of training programs and in improving their quality.
Coordinates employee participation in courses and seminars offered by the County, governmental agencies, educational institutions, and vendors of equipment, materials and systems used by the department.
Participates in identifying, evaluating and recommending vendors for staff development programs, coordinating program delivery with vendors, and monitoring program delivery to assure performance is in compliance with contract provisions.
Assists in preparing budgets for the various training programs and the preparation of required reports; composes procedural manuals, training reports and related correspondence.

Requirements to Qualify
Option I: A Bachelor's Degree from an accredited college or university in training, education, organizational development, communications, human resources or a closely related field -AND- one (1) year of staff experience in planning, developing, and conducting staff development training programs and related activities.
Option II: A Bachelor's Degree from an accredited college or university -AND- two (2) years of staff experience in planning, developing, and conducting staff development training programs and related activities.
One (1) additional year of the required training experience may be accepted for each year of college up to a maximum of four years for Option II.

Staff Experience is defined as work which includes assisting and supporting administration by doing research, analysis and making recommendations to line managers for the solution of problems such as organization, utilization of personnel, allocation of funds, workload and workload fluctuation, or programs and procedures for accomplishing work objective.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications
- Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
- Three (3) years of experience in one or more of the following:
- Putting together training programs, including written materials, worksheets, handouts, graphics, presentations, and talking points.
- Delivering training in-person or virtually.
- Identifying potential training opportunities by conducting research and needs assessment from internal staff and management.
- Six (6) months of experience reviewing and providing feedback on employee performance.
