About this Role:
Under the general direction of the Supervisor I, the Research Data Specialist I (RDS I) serves as a member of the Behavioral Health Modernization Unit (BHMU). The RDS I will perform a wide range of advanced research and data management and maintenance support tasks. The RDS I will utilize various advanced business intelligence and statistical, Geographic Information System, and Microsoft Business Intelligence software applications to query, validate, format, and organize structured and unstructured data to forecast trends and assess potential impact of changes to the Medi-Cal program where a body of knowledge or experience does not exist. The RDS I is responsible for independently and collaboratively developing complex Medi-Cal healthcare program analytic products in response to requests from internal and external DHCS stakeholders. The RDS I will perform complex technical research assignments related to the California Department of Health Care Services Short-Doyle/Medi-Cal programs and provides expert consultative advice related to data trends and policy impacts.
The RDS I will have lead responsibility for analyzing and explaining individual and county-level administrative and sample data about program participants, responding to questions from internal and external stakeholders about data interpretation and identifying and explaining data trends. The RDS I presents findings in a user-friendly format, such as tabulated, charts, or dashboards, make comparisons with similar or historical data, and/or discuss the findings in writing. The RDS I serves as a point of consult for the RDAs in the BHMU Unit for performing analytical and administrative assignments related to the implementation of changes affecting the Short-Doyle Medi-Cal claiming system and the Department’s communications with Partners.

Telework and Salary Information
This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
