Job Description and Duties

The California Secretary of State’s Elections Division is seeking a qualified applicant to work as a permanent, full-time, Supervisor II in the Voter Registration Section.

Under the general direction of the Assistant Chief of the Elections Division, the Supervisor II is a second-level management position overseeing analytical and administrative roles and is responsible for providing management and direction over the Statewide Voter Registration System, VoteCal, program. Administers, organizes, and upholds the three areas of the VoteCal Program – Operations, Help Desk and Customer Service and Reconciliation and Cancellations Maintenance. Budget, personnel, records retention, contracts, and unit space management are also responsibilities of this position.


Desirable Qualifications:

  • Experience writing and implementing Standard Operating Procedures (SOPs) for data entry, report generation, and system access to maintain database cleanliness.
  • Demonstrated ability to oversee and prioritize staff assignments to ensure Division’s goals and objectives are met accurately and timely in accordance with applicable policies, procedures, laws and regulations.
  • Skill in coordinating non-technical teams to systematically test new software updates or database features to catch bugs before launch.
  • Demonstrated ability to effectively apply logic and creativity in decision making processes and the ability to develop, mentor, and motivate staff.
  • Demonstrated ability to work independently with excellent follow-through on tasks and assignments, including the ability to analyze and solve complex problems and recommend an effective course of action and perform completed staff work.
  • Effective communication and organizational skills.
  • Utilize expert knowledge, principles, best practices, and established expectations to monitor, manage, and address personnel issues, concerns, and complex operations problems.
  • Research, resolve, and respond to complex and sensitive correspondence and telephone and walk-in requests for election information.
  • Establish and maintain procedures and expectations for managing staff performance and professionalism.
