Environmental Program Manager I (Supervisory)

Job Description and Duties

Under general direction of the Deputy Director, Office of Environmental Justice, Tribal Relations, Education and Outreach (EJTREO), the Environmental Program Manager (EPM) I (Supervisory) coordinates, develops, evaluates, and recommends strategies and policies for advancing environmental justice and tribal relations in the Department of Resources Recycling and Recovery's (CalRecycle) scientific activities and leads CalRecycle's OEEJT program. Additionally, in this capacity, the EPM I (Supervisory) will oversee staff in the development and distribution of environmental education materials consistent with Public Resources Code (PRC 71305) and implement the requirements under Assembly Bill (AB) 649. Duties shall include but are not limited to: ensuring CalRecycle programs effectively address environmental education and the needs and priorities of California Native American tribes (Tribes), disadvantaged communities, low-income communities, and farmworkers; providing an evaluation of a range of strategic, scientific, technological, regulatory and economic opportunities for CalRecycle related to environmental justice and tribal relations; developing and maintaining cooperative relationships and partnerships with key stakeholders, environmental justice organizations, Tribes, and industry representatives as well as within government (state, local, federal).

Travel may be required locally and within the state up to 20% of the time. This position requires that you possess and maintain a valid California Drivers License (CDL). Failing to maintain a valid CDL will result in a failure to meet job requirements.

Beginning July 1, 2026, CalRecycle staff will be office-centered, requiring employees to report to the office at least four days per week . This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.

Working Conditions

The incumbent works in a high-rise office building in downtown Sacramento, in an office cubicle in a smoke-free environment. The work schedule is Monday through Friday. Mandatory overtime, including evening and weekend work may be necessary during the year end closing process or when the department is mission tasked. Travel may be required locally and within the state.

Program Planning, Management, and Evaluation

  • Experience overseeing complex programs and policies related to environmental justice, tribal relations, border-region issues, environmental education, or youth leadership. Includes strategic planning, project management, budgets/contracts, and development of performance measures.

Meaningful Engagement and Partnership Development

  • Experience conducting outreach and building collaborative relationships with Tribes, environmental justice organizations, youth-serving partners, border-region partners, and local, state, and federal agencies. Includes consultation, interagency coordination, and community engagement.

Communication of Complex Information

  • Ability to present scientific, environmental, or policy concepts clearly to diverse audiences. Includes writing, public speaking, development of communication materials, and incorporation of language-access best practices.

Quality of Work Products and Analytical Skills

  • Ability to produce accurate, concise, high-quality materials such as briefings, white papers, reports, presentations, educational tools, and scientific explanations.

Leadership, Supervision, and Team Development

  • Experience managing staff, leading innovative teams, mentoring employees, setting workload priorities, supporting professional growth, and fostering an inclusive and culturally responsive work environment.
