Program Supervisor - HIV Services

Take on a key role, while making a difference in the community, as a Program Supervisor - HIV Services with our Venice Family Clinic.
Key Duties:
- Provides operational oversight, program leadership, and subject matter expertise for the enterprise HIV programs.
- Directly supervises HIV Care Team staff.
- Manages the end-to-end delivery of HIV case management, care navigation, and benefits coordination services, ensuring compliance with federal, county, and other funding requirements.
- Serves as both an operator and advisor, overseeing program processes, monitoring contract and grant deliverables, managing budgets, and implementing program policies and workflows.
- While not directly managing clinical, testing, or harm reduction services, the role collaborates closely with these teams to ensure integrated, client-centered service delivery.
- Acts as a co-evaluator for all staff within the program, providing performance feedback, guidance, and mentorship.
- Drives data quality, reporting, and continuous quality improvement activities, develops staff training, and represents the program in internal and external stakeholder meetings, community coalitions, and consortia. Integrates operational oversight, program compliance, and strategic guidance to ensure high-quality service delivery and alignment with organizational priorities and the National HIV/AIDS Strategy.
Our Common Ground Department encompasses a range of programs focused on HIV case management, benefits coordination, and community-based outreach, prevention, and harm reduction services. The department operates under the leadership of the Department Manager, who provides technical supervision and overall program management. The Sr. Program Specialist, HIV Services plays a critical role within this department, providing operational oversight, guidance, and coordination across programs while serving as a co-evaluator for staff. The department works closely with internal clinical teams, external partners, and community stakeholders to ensure integrated, client-centered service delivery, compliance with federal, county, and other grant requirements, and alignment with organizational goals and the National HIV/AIDS Strategy.
Salary range: $70,900 - $145,200 Annual
Senate Bill 525 was signed into law by Governor Newsom in October 2023. Starting June 1, 2026, SB525 sets a new $25/hour minimum wage for nonexempt healthcare workers and raises the exempt employee salary threshold to $1,500/week (equivalent to $6,500/month or $78,000/year).
In accordance with SB 525, as the offer amount outlined in this letter falls below the minimum salary required by the legislation, we will provide a supplementary amount to ensure compliance. The total compensation package, including this supplement, will meet the minimum salary standards set forth by SB 525.
QualificationsRequirements:
- Bachelor’s degree in Healthcare Administration, Business, Public Health, or related field.
- 2-3 years of supervisory experience leading and overseeing staff.
- 5 years of relevant experience, including direct experience in HIV case management, benefits coordination, or related client services.
- Deep understanding of HIV case management, benefits coordination, and related community-based services, including familiarity with federal, state, and local funding requirements.
- Experience managing grant-or contract-funded programs, including monitoring deliverables, ensuring compliance, tracking budgets, and preparing reports for funders.
- Proficiency in data systems and EHR platforms, with the ability to ensure data accuracy, generate reports, support continuous quality improvement (CQI), and troubleshoot data issues.
- Ability to work effectively across departments.
- Understanding of applicable federal, state, county, and city regulations, privacy standards, and organizational policies, with the ability to ensure staff adherence and program compliance.
- Strong verbal and written communication skills
- Skill in identifying programmatic or operational challenges, developing solutions, streamlining workflows, and implementing procedures to enhance efficiency and service quality.
- Experience supporting continuous quality improvement (CQI) initiatives.
Preferred:
- Master’s degree in Healthcare Administration, Business, Public Health, or related field preferred.
- Experience in community-based or public health settings, including exposure to federal, state, or local HIV programs.
- Experience using EPIC, data systems and electronic health records (EHR).
- Bilingual language skills in Spanish.
