Job Description and Duties

Under the general direction of the Information Technology (IT) Manager II (Chief Data Officer), the IT Manager I (Data Manager) serves as the California High-Speed Rail Authority’s (Authority) subject matter expert responsible for the strategic and operational oversight of enterprise data functions. The incumbent leads and guides a team of information technology professionals engaged in data warehousing, database administration, business intelligence, analytics, data modeling, reporting, and the development and implementation of standards, policies, and governance practices. The incumbent provides organizational leadership in planning, directing, and coordinating daily operations to ensure the reliability, security, integrity, and appropriate documentation of the Authority’s data systems. Decisions made in this role have a significant and lasting impact on mission-critical applications and enterprise data assets.

Working Conditions

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. The incumbent must be able to focus for long periods of time, multi-task, adapt to changes in priorities, and complete tasks or projects with short notice. The incumbent must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Special Requirements

A Statement of Qualifications (SOQ) is required for this position. The SOQ must be no more than Four (4) pages, single-spaced, with one-inch margins, in 12-point font, organized and numbered as reflected below. The SOQ must discuss the applicant’s applicable experience as it pertains to each item below. Applicants who do not follow these requirements may be disqualified from the hiring process. A resume is required but does not take the place of the SOQ. Letters and other materials will not be considered in the place of the SOQ.

You must respond to all of the following items:

  1. Describe how you managed a complex enterprise-wide data project from start to finish and explain how your oversight contributed to the project’s success and benefited the organization.
  2. Explain, with an example how you managed the day-to-day operations of a data program or function and how your approach ensured stable services, timely delivery, or improved operational efficiency for the organization.
  3. Explain how you improved or advanced an enterprise-wide data architecture or integration environment and how your work enhanced the organization’s overall performance or decision-making?
  4. Discuss an enterprise analytics initiative you led and describe how the insights or capabilities you delivered influenced organizational priorities or operational results?
  5. Describe a time when you led an enterprise data governance effort and explain how your leadership strengthened the organizations ability to manage, protect, or use its data effectively?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of database architecture, data warehousing concepts, and enterprise data management practices.
  • Knowledge of analytics software, statistical analysis methods, and analytical processes used to derive insights from complex datasets.
  • Demonstrated experience in data analytics, including the ability to translate data into meaningful, decision-ready insights.
  • Knowledge of data modeling, data profiling, data quality principles, data governance frameworks, and data security practices.
  • Knowledge of Microsoft Power BI and Tableau.
  • Ability to establish and maintain effective working relationships and communicate effectively with client staff, consultants, contractors, employees, and the public.
  • Ability to meet business needs through innovative and practical solutions.
  • Ability to perform effectively in a fast-paced, dynamic environment.
  • Demonstrated ability to provide service-oriented, customer-focused support.
  • Ability to manage multiple high-priority initiatives concurrently in an achievement-oriented setting.
  • Knowledge of modern IT management systems, processes, and practices.
  • Ability to work under pressure to meet deadlines and deliver results.
  • Experience managing contracts or overseeing the work of contracted service providers.
  • Experience planning and leading enterprise IT and/or data management initiatives.
  • Experience overseeing IT operations.
  • Experience assessing business needs, providing gap analysis, and identifying areas of improvement.
  • Experience analyzing IT business problems to provide recommendations, solutions, a performance metrics.
