Description
Background Information
- The resources being requested will hold the business title of Lead, Data Specialist and will be responsible for the review, evaluation and readiness of data contributed to the Agency's Immunization Repository (IR).
- The development and population of an Immunization Repository is a cornerstone within MOHs 'one immunization record (Immunization Repository)' priority and is in line with Ontario's desired immunization future state. This work will be one of the forthcoming projects in the Immunization Repository Optimization Program, one of the key components of the Public Health Digital Platform (under Clinical Care Service delivery).
Responsibilities:
- Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization's I&IT systems.
- The I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.
- Provides subject matter expertise in their field and highly expert technical assistance.
General Skills:
- Acts as the technical advisor/expert on all aspects of a specific deliverable
- Provide the quality assurance/quality control of specific deliverables
- Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
- Develops processes and procedures for implementing deliverables
- Prepares reports and presentations including options, recommendations, implementation plans, etc.
- Works with clients to define the scope of a project and to determine requirements
- Defines software, hardware and network requirements
- Analyzes I&IT requirements giving independent and objective advice on the use of I&IT
- Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
- Familiar with change-management principles and methodology
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Demonstrates excellent time management, with the ability to manage tight deadlines and prioritize multiple projects.
- Apply knowledge of Health Standard message conformance tooling (e.g., Caristix, XMLSpy, 7Edit, etc.).
- Experience managing programs with large complex governance structures and many stakeholders.
Required Experience / Evaluation Criteria:

Deliverables
- The resource will be responsible for the review, evaluation and readiness of data contributed to the Agency's current and future repositories as well as specific deliverables including:
- Working with Ministry to Profile Panorama data, estimate durations, and assess readiness for migration to EHR-IR.
- Mapping data fields and transformation logic to EHR-IR.
- Aligning and documenting validation rules and business logic across systems.
- Defining data quality metrics and reporting requirements for post-migration monitoring.
- Documentation deliverables including:
- Data migration specification (Proof of Concept)
- Implementation Plan (Proof of Concept)
- Sample Data Extracts
- Data Mapping Specification
- Data Quality Monitoring and Reporting Plan
- Documentation of all deliverables as well as knowledge transfer at the end of the assignment
Additional Terms
- Term: The term of this position is 251 Business Days, with an option to extend for an additional 251 days at Ontario Health's discretion.
- The resource will comply with Ontario Health policies and procedures.
- Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
- Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details:
- The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
- The resource must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
- The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
- A walkthrough of any demos, development, etc. will be required before the end of the engagement.
