The Office of Technology and Innovation (OTI) enables the DMHC to deliver essential services to the State of California using Information Technology (IT). The systems that the OTI supports have become valuable tools in the execution of the DMHC’s business functions. OTI develops, maintains, and supports multiple IT systems that include a vast variety of office automation tools, custom applications, public and internal web sites, business intelligence tools, and the underlying IT infrastructure.JOB SUMMARY
The Microsoft Power Platform Developer is responsible for designing, developing, implementing, and maintaining enterprise-grade business applications and automated solutions using Microsoft Power Platform and related Microsoft 365 services. This role supports organizational modernization by creating scalable, secure, and user friendly applications integrated with SharePoint Online, Dynamics 365, Microsoft Graph API, and other cloud services.
The ideal candidate has at least four years of hands-on experience building and deploying Power Platform solutions, including Canvas Apps, Model Driven Apps, Power Pages, Power Automate flows, and Dataverse backed applications.

Working Conditions
The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.
Special Requirements
- The position(s) require(s) a Background Investigation be cleared prior to being hired.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• 3+ years of experience developing Power Apps solutions (Canvas Apps, Model Driven Apps, Power Pages).
• 3+ years of experience developing Power Automate and business process flows.
• 3+ years of experience interpreting and designing database models.
• 3+ years of experience developing Power Apps solutions with Dataverse.
• 2+ years of experience integrating solutions via Microsoft Graph API, REST APIs, and custom connectors.
• 2+ years of experience with Azure services (Functions, Logic Apps, API Management) or ALM pipelines (Azure DevOps/GitHub).
• 2+ years of experience in SharePoint Online development and integration with Power Apps.
• 2+ years of experience in supporting and extending Microsoft Dynamics 365 CE.
• 2+ years of experience integrating Power Apps solutions with identity providers (IdPs), such as MS Entra ID and Okta.
• 3+ Experience with scripting and programming languages (PowerShell, JavaScript, TypeScript, C#).
• 3+ years of experience collaborating, communicating verbally and in writing within a cross-functional team.
• 2+ years of experience performing technical documentation.
• 2+ years of experience developing Power Apps solutions that is compliant with the WCAG 2.1 or later.
• Microsoft certifications: PL 400, PL 600, PL 200, AZ 900, or similar.
