Quality Control Manager - Public Works

About the Position: We are seeking a highly experienced Quality Control (QC) Manager to lead the quality program for a major Water Treatment Plant project with the Santa Clara Valley Water District (SCVWD). This is a senior-level technical role responsible for the development, implementation, and management of the Contractor Quality Control (CQC) plan. You will ensure that every phase of construction—from structural concrete and seismic reinforcing to complex mechanical process piping—meets the exacting standards of the SCVWD and the Engineer of Record. Key Responsibilities CQC Plan Management: Develop and maintain a comprehensive Project-Specific Quality Control Plan that aligns with SCVWD specifications and regulatory requirements. Three-Phase Inspection: Implement and lead the "Three Phases of Control" (Preparatory, Initial, and Follow-up) for all definable features of work. Specialized Testing Oversight: Coordinate and oversee all specialized testing, including hydrostatic pressure testing for process piping, holiday testing for coatings, and structural concrete strength testing. Material Verification: Review and approve all material submittals and "buy America" compliance; verify that delivered materials match approved submittals before installation. Non-Conformance Management: Identify, document, and track non-conforming work; lead the "Root Cause Analysis" and ensure corrective actions are fully implemented and documented. Agency Liaison: Act as the primary point of contact for SCVWD quality inspectors and third-party testing labs, ensuring all "As-Built" documentation is accurate and up-to-date. Required Qualifications Experience: 10+ years of experience in the construction of water treatment plants, with a specific focus on quality management for a general contractor. Education: BS in Civil Engineering (BSCE), Construction Management (BSCM), or Architecture is preferred. Certification: Certificate in Construction Quality Management (CQM) for Contractors is strictly required. Technical Knowledge: Deep understanding of AWWA standards, ACI concrete specifications, and SCVWD technical requirements. Logistics: Ability to work out of the San Jose office and maintain a consistent presence at the project site for inspections. Preferred Qualifications Agency Expertise: Prior experience managing the QC process specifically for Santa Clara Valley Water District (SCVWD) or major Bay Area utility districts. Software: Proficiency in Bluebeam and construction management software (e.g., Procore or Viewpoint) for managing RFI and submittal workflows.
