Information Technology Manager I
Job Description and Duties
Under the general direction of the Information Technology Manager II (ITM II) of the Legislative Application & Constituent Communication Section within the Member Offices Division, the Information Technology Manager I (ITM I) successfully plans, organizes, directs, and provides leadership, supervision, guidance, mentoring, and support for all activities associated with customer relationship management, service management, and information technology (IT) consulting and support of major computer systems and services critical to the support and business functions of the California State Legislature’s member offices and the Office of Legislative Counsel (OLC).

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- In-depth knowledge of the legislative business process, including business cycle and calendar to develop and support IT solutions to meet business needs
- Five (5) or more years of IT experience in customer relationship management, IT knowledge, and consulting and support of current technologies and industry trends in order to develop strategies to enhance services to meet customers’ business and IT needs
- Five (5) or more years of experience in IT planning and business analysis or program management in large-scale multi-tier and multi-vendor technology environments
- In-depth knowledge of the Office of Legislative Counsel’s (OLC) mission, vision, values and purpose goals and objectives of the LDC within the OLC
- Ability to handle sensitive assignments/projects with tact and diplomacy; ability to handle rapidly changing priorities, and to work effectively under pressure with time constraints while maintaining the highest standards of professional courteous and ethical conduct
- experience in team leadership to contribute to the success of high-performing teams while creating a service culture among staff to service both internal and external customers
- experience managing or leading mission critical software development projects that successfully implement new or enhanced technical solutions to meet specific legislative business needs or solutions
- experience in the software development life cycle using project management techniques and creative business solutions to complete deliverables on time and within budget
- Ability to communicate well, both orally and in writing, with legislative stakeholders, executive management, managers, supervisors, colleagues, team members, contractors, and vendors to deliver effective presentations
