Job Description and Duties

Under the general direction of the Deputy Chief, Enforcement (Staff Services Manager II) of the Bureau of Security and Investigative Services, the Staff Services Manager I (Supervisory) oversees, monitors, assigns, and maintains the workflow of the Disciplinary Review Unit.

Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

The incumbent works 40 hours per week in an office setting, with artificial light and temperature control. Daily access to and use of a personal computer and telephone is essential. Sitting and standing requirements are consistent with office work. It is essential that the incumbent have the ability to professionally and courteously handle calls and correspondence of various tones and temperaments from the public and employees.


Occasional travel, by various methods of transportation, including overnight stays, is required for this position.

Special Requirements

Criminal Offender Record Information: Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program materials at all times.

Conflict of Interest: This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The incumbent must be able to reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; review and edit written reports, utilize interdisciplinary teams effectively in the conduct of studies; manage a complex Staff Services program; establish and maintain project priorities; develop and effectively utilize all available resources. The SSM I must use tact and diplomacy while supervising staff in the unit, possess good judgment, good interpersonal skills, exceptional communication skills and problem solving skills. Confidentiality and discretion are required due to the nature and sensitivity of the documents handled. Incumbent works with substantial independence in evaluating documents submitted by applicants and obtained from law enforcement agencies and the courts relative to an applicant’s criminal history. The position requires the ability to interpret the laws, regulations and policies related to substantial relationship of criminal convictions and criteria for rehabilitation, as well as penal code and other criminal code violations.
